Re: Coronavirus Response Update 39
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. Please note, this memo focuses on actions and
information that are new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
Regional status of outbreak (all data from April 22 at 5 p.m.)
State of California
• The governor announced an end to an order that delayed certain health care
procedures.

Fire Department
• Received 500 N95 masks and 90 gowns from San Diego County for the city’s public
safety personnel.
Public Works
• Touch-free activation of walk signals will become effective tomorrow at ten additional
intersections in the Village and along Carlsbad Boulevard.
• A cross-departmental team is assessing city facilities to determine which workspaces
allow staff to maintain the required 6-feet of social distancing and which may need
modifications to allow for staff to return to their work sites once the stay-at-home order
is lifted.
• The State Street drainage construction project benefitted from the lighter traffic caused
by people staying at home and is ahead of schedule. The newly installed drainage
system also performed well during the rainstorms the week of April 6.
Library & Cultural Arts
• Launched a Spanish-language version of the Library@Home web page, biblioteca en
casa. Working with Communications on outreach to Spanish speakers.
Human Resources
• Distributed online training resource for employees to help them use teleconferencing
tools and other off-site communication applications.
• Status of employees with possible COVID-19 exposure:
Cleared to return to work 37
Self-quarantined due to symptoms, have not been tested 2
Self-quarantined while waiting for test results 1
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Earth Month and Earth Day tips and activities to celebrate from home: how to
recycle right, repurpose coffee grounds, unplug appliances, plant succulents,
energy saving tips, sustainable tips, arts and crafts and family story time
o Carlsbad companies at the forefront of fighting COVID-19
o Thank you to city employees working behind the scenes
o County case numbers now being reported per 100,000 population
o Video tips for taking care of your pets from the San Diego Humane Society
o Call for plasma donors from American Red Cross
o Invitation to send letters to seniors as part of Grandfriends project
o Stress management tips
o Governor’s announcement to begin easing restrictions on health care systems
and reintroduce delayed medical care procedures

• Prepared and distributed update to seniors:
o Information on programs, activities and engagement opportunities
• Prepared and distributed daily update from the city:

o Additional relief for businesses recommended by ad hoc subcommittee on
economic revitalization
o Ways to celebrate Earth Day at home
o Reminder to stay informed through city’s social media channels
• Prepared and distributed employee update about wellness webinars
o Self-care part two
o Investing during a pandemic
• Updated COVID-19 webpages:
o County’s map of cases in cities by the rate per 100k in population
o Play @Home activities including virtual tours
o Adults 50+ webpage with latest programming and activities
• Responded to one additional council inquiry on the beach restrictions.
• Responded to 17 questions and comments on the city’s social media platforms and
