Re: Coronavirus Response Update 41
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Monitoring National Weather Service heat advisory conditions, sharing information with
vulnerable populations.

Human Resources
• Preparing for screening procedures upon re-opening (stations, masks, thermometers,
gloves, wipes)
• Status of employees with possible COVID-19 exposure:
Cleared to return to work 39
Self-quarantined due to symptoms, have not been tested 1
Police Department
• Issued 52 citations over the weekend for violations of the city municipal code regarding
entering closed parks, beaches and trails. That brings the total number of issued
citations for that specific municipal code section to 77 since the COVID19 public health
emergency began.

• Monitored two protests, one Saturday and one Sunday, at Pine Avenue and Carlsbad
Boulvard. Each protest attracted between 20-30 people who were generally peaceful.
No arrests or citations were needed.
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Special City Council meeting April 25, how to watch, provide comments and
outcome.
o Reminder that Carlsbad parks, trails and beaches are currently closed
o City Council special meeting scheduled for May 1
o CA State Park notice that state beaches remain closed
o Loving letter for grandfriends, Kids For Peace program
o Art at Home example: dance party on paper
o Activation of “no touch” signals at 12 of Carlsbad’s busiest crosswalks
o Recap and graphs from county news conference, highlighting the percentage of
positive tests relative to total tests and hospitalization rates
o Tips to stay cool through hot temperatures over the weekend
o DMV relief to vehicle owners, ID cardholders and businesses
o Earth Month at home tips
o Celebration of Sew2Care volunteers
• Prepared and distributed daily update from the city:
o Latest positive COVID-19 case numbers, including state and county highest single
day numbers
o Reminder that city staff are doing their best to enforce the public health rules
and otherwise carry on with city services, please be kind to them
o Data dashboard highlighting numbers associated with the city’s response to
COVID-19
o Recap of what’s currently open and closed in Carlsbad
o Putting technology to work at the busiest crosswalks in the Village
o Recognition of city custodial services as an example of essential work continuing
• Created and printed 200 “no touch” stickers for Public Works staff to place at the
busiest crosswalk intersections in the Village
• Distributed city news releases to the media
o Parks, trails and beach remain closed
o Touchless crosswalk signals
o Tips for staying cool
• Collected and organized data into a dashboard highlighting the city’s response to the
COVID-19 emergency
o Help for those most vulnerable
o Keeping the city running
o Keeping our community informed
