Re: Coronavirus Response Update 42
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• CERT delivered 200 Sew2Care face coverings to Rancho Carlsbad
• Completed CERT 2020 Academy classroom instruction via Zoom for 23 volunteers.

Police Department
• Issued 6 new citations over the past day for violations of the CMC section for accessing
closed parks, beaches and trails.

• Completed weekly data analysis for the week of 4/20/20 – 4/26/20.
o Increase in transient-related calls for service overall and COVID-19 transient
calls.
o Increase in party calls, family disputes, landlord/tenant/roommate disputes,
and drunk in public arrests.
o Highest number of vehicle burglaries in several months.
o Decrease in 5150 calls and transports.

Communication & Engagement
• Created and shared the following with the public on city communication channels:
o New common COVID-19 symptoms identified by the CDC
o Reminder that beaches, parks and trails are currently closed
o Earth Month at Home resident submitted photos
o Art at Home project: Sunflower paintings
o SDG&E’s discount programs
o Community support: Carlsbad student who provides free online peer-to-peer
tutoring
• Prepared and distributed daily update from the city:
o Overview and graphs of weekend statistics including percentage of positive
cases, availability of hospital beds and ICU beds
o What is open and closed in Carlsbad
o What protocols are required to reopen

o Anticipated county health order amendment
o Face covering requirement on May 1
o City’s Play@Home activities
• Created and printed 50 parking lot closure signs.
• Drafted an email to volunteers seeking photo and video submissions for #Sew2Care.
• Coordinated photo and video documentation of the 200-face covering donation to
Rancho Carlsbad.
• Distributed a staff email about this week’s wellness webinars and other professional
development opportunities.
• Responded to 19 questions and comments on the city’s social media platforms and
Communication & Engagement department’s email
