Re: Coronavirus Response Update 46
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Added EOC Objective 21: Support and monitor opening of beach, waterways, parks,
trails, and city golf course consistent with public health orders and resolutions
• CERT supported Sew2Care face covering distribution to residents. About 400 face
coverings provided. • Completed CERT 2020 Academy, with 24 new CERT members

Police Department
• Officers issued five citations over the weekend to people found in closed parks and
trails, bringing the total to 112.
• Citations are expected to decrease or stop with the opening of the beaches, trails and
parks, as the enforcement of the public health orders will be primarily by education and
police presence.

Fire Department
• Obtained additional personal protective equipment:
o 34,000 more masks for North County fire agencies. The rest of the order of
140,000 is expected this week. (Carlsbad received about 15,000.)
o 100 gowns for city firefighters.
o 20 thermometers for the city to use to screen essential workers as they return to
city workplaces.
Parks & Recreation
• Submitted completed social distancing and sanitizing protocol forms to the county
Health Department Saturday following City Council direction to allow limited access to
the city’s beaches, parks and trails. These protocols cover two segments of beaches, 17
parks, and four preserves with trails.
• Coordinated with other city departments on today’s reopening of these beaches, parks
and trails.
• Removed barricades and caution tape and replaced entry signage at these amenities to
note these reopenings were limited, with social distancing and sanitation protocols.
• Closed at least half of the parking spaces at these parks.
• Ensured social distancing and sanitation protocols were in place at The Crossings golf
course before its opening Saturday, May 2, and that no golf carts were being used
unless required to meet ADA accessibility requirements.
Communication & Engagement
• City staff distributed 400 face coverings to community members at the Safety Center on
Friday:

• Created and shared the following with the public on city communication channels:
o Recap of the special City Council meeting, including openings and usage of city-
owned beaches, parks, trails and golf courses
o Timing of State Parks beach opening
o Reminder of activities that are allowed and not allowed at Carlsbad beaches,
trails, golf course and parks
o Face covering rules and tips
o Updated COVID-19 positive cases
o #Care4Carlsbad examples: Pictures of Carlsbad resident’s rock paintings and a
thank you to Public Works sign
o Art at home examples: how shapes transform into art, how splotches of color
turn into birds, how to create your own comic book mixed media art
o Family movie night at home
o Preview of agenda topics at the next City Council meeting and new start time
o Master sports videos for kids at home
• Prepared and distributed daily update from the city:
o Preview of the special City Council meeting and the city’s requirements to re-
open
o New county health order and the specifics of what’s allowed/not allowed at
beaches, parks, trails and golf courses
o About the new face covering requirement
o Governor’s beach closure for Orange County beaches
o Latest data
o Courts extended public closure to May 22 and how to access essential court
services
o Reminder to dispose masks and gloves in the trash
o Celebration of hometown heroes
• Drafted a news release summarizing the decisions at the special City Council meeting
and distributed it to media and the city’s enews email list.
• Designed and coordinated the printing of 25 stickers to change the operating hours on
park signs, 100 beach rule signs and 300 public health precaution signs
• Coordinated the #Sew2Care public distribution of 400 face coverings
• Updated COVID-19 webpage:
o Reorganized the content and visuals for easy navigation
o Updated Play@Home graphics and activities
o Park, trail and beach information
o Business resources information
• Updated the City meetings and city events main calendar
• Coordinated and replied to eight media inquiries clarifying the results of the City Council
special meeting and recreational soft openings

• Responded to 40 questions and comments on the city’s social media platforms and
