Re: Coronavirus Response Update 47
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Administered oath to 23 new CERT members, 323 residents have now been trained as
CERT volunteers.

Parks & Recreation
• Launched in-home weekly family movie night, every Friday night at 6 p.m. in May on the
streaming network Vudu.
• Launched second youth basketball skills video with drills that kids can practice at home
or in any small space.
• Launched at-home craft projects and activities to coincide with Cinco de Mayo.
• Resumed online and mail issuance of passive watercraft permits for paddle boarding
and kayaking in the Agua Hedionda Lagoon inner basin.
• Several visitors took advantage of the limited opening of Leo Carrillo Ranch Historic Park
and followed recommending social distancing practices.
City Clerk’s Office
• Working with IT and City Attorney’s Office to develop method for public participation
method in City Council meetings
Human Resources • Status of employees with possible COVID-19 exposure:

Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Information about partial reopening of city beaches, trails, parks and golf course

o New county “on demand” testing sites
o Latest case numbers

o Recap of state’s news conference including the plan to begin reopening some
retail businesses on a limited basis
o Wellness Wednesday Zoom calls for Mental Health Awareness Month
o Family story time with the library
o CDC reminder to protect yourself while getting gas and to limit contact with pets
if you’re feeling sick
o Art at home projects: write and illustrate a haiku
o Thank you signs to Carlsbad maintenance workers and public works
• Created and released the following videos:
o Beach reopening and rules
o Parks reopening, social distancing and face coverings
o Trails reopening, social distancing and face coverings
• Prepared and distributed daily update from the city:
o What activities are allowed through the partial reopening of city beaches, parks
and trails
o Reminder that the stay-at-home order is still in effect and to stay close to home
o Enforcement through education
o Recap of the Sew2Care face covering public distribution and call for more
volunteers
o Latest data and access to info
o Upcoming public meetings
o Public works thank you sign
• Designed and coordinated the printing of 200 beach rule signs for the Police
Department and 30 updated guidelines posters for Parks & Recreation
• Updated COVID-19 webpages:
o Link to CDC updated Q&A
o Staff report for the City Council Ad Hoc Subcommittee of Economic Revitalization
o County’s news release on ramping up COVID-19 testing
o State’s plan to reopen businesses in Stage 2
o Upcoming council and board and commission meetings
o Updated park hours at each city park
• Completed two COVID-19 related council inquiries, one of facial coverings, the other on
the city’s efforts to help homeless people during the pandemic
• Responded to 39 questions and comments on the city’s social media platforms and
