Re: Coronavirus Response Update 49
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Received face masks from county sheriff for distribution to public.
Regional status of outbreak (all data from May 6 at 5 p.m.)

Parks & Recreation
• Launched at home craft projects and activities to coincide with Mother’s Day.
• Confirmed the operator of The Crossings at Carlsbad golf course was adhering to the
state and county’s revised guidance on golf carts. Carts are allowed for single riders if
they are not of the same household. Additional riders are allowed on the cart if they are
of the same household.
Public Works
• San Diego County Water Authority created a template of a postcard and fact sheet
listing things to do when a facility reopens after shutdown for member agencies to
disseminate to businesses. Water District staff working with Communication team to
prepare and distribute.
• CMWD received 80 cloth face coverings for employees from the water authority.

Library & Cultural Arts
• Live from my Living Room concert series continues with a performance by a husband
and wife violinist and vocalist Sunday on Facebook Live.
Human Resources
• Status of employees with possible COVID-19 exposure:
Cleared to return to work 41
Self-quarantined due to symptoms, have not been tested 0
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Recap of the county and state news conferences, including updated numbers,
state’s new data portal, and executive orders to extend property tax deadlines
and extended workers compensation benefits
o Recap of the city’s economic revitalization package for Carlsbad small businesses
o County’s reminder that businesses can only reopen with curbside pick up, once
they are allowed to reopen
o Thank you to #Sew2Care volunteers
o Thank you to nurses for National Nurse day
o City cable channel exercise program schedule
o Family movie night at home schedule
o Art at home self-portrait reading activity
o Music@Home harp concert
o Live from my living room concert series
• Prepared and distributed daily update from the city:
o Carlsbad’s $5 million economic revitalization package for small businesses
o Latest information on reopening and what it means for Carlsbad businesses
o Overview of the city’s response to COVID-19
o Nursing home support
o Acknowledgement of Carlsbad volunteers including CERT members
o Latest case information and charts
• Updated the COVID-19 webpage:
o New state executive orders expanding workers comp and changes to penalty fees
for property taxes
o Ensuring plumbing systems are safe upon reopening
o Testing options and where to make a free appointment
o New Play@Home activities
• Drafted and released employee email update #34:
o Team kudos for reopening beaches, trails and parks
o Pictures of community thank you banners to public works and maintenance crews
o Collage of #StayHomeSD employee pictures and who they stay home for
o Microsoft Teams professional development trainings
