Re: Coronavirus Response Update 50
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

Community Development
• Update on building permit activity:

Police Department
• Planning for high-profile weekend staffing at the beaches with officers on motorcycles
and bicycles helping to maintain required social distancing.
• Officers are distributing facial coverings made by city volunteers to vulnerable members
of the community.
Parks & Recreation
• Provided 1,329 meals during the past week to Carlsbad residents 60 years of age or
older, via the Senior Nutrition Meal Program.
o 769 meals were delivered to residents’ homes by staff, 560 meals were picked
up at the Senior Center by residents.
o Total number of meals provided represents a 90% increase in the average total
number of meals served before the COVID-19 emergency
• Launched second youth soccer video for skills that kids can do in the backyard, garage,
driveway or any small space.
• Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and
re-distributed pieces of produce within the Senior Nutrition Meal Program.
• Delivered shade canopies and folding tables to the Barker Family’s food drive, held
during the Carlsbad Unified School District’s lunch pickup program at Carlsbad High
School.
Public Works
• Evaluating a slow streets program in which certain roads or lanes would be closed to
encourage physical or social distancing.
• State Water Board provided implementation guidelines and best practices for water and
wastewater systems to follow during the COVID-19 emergency.
Human Resources
• Status of employees with possible COVID-19 exposure:
Cleared to return to work 41
Self-quarantined due to symptoms, have not been tested 0

Communication & Engagement
Created and shared the following with the public on city communication channels:
o Newly released criteria and guidance for businesses
o Criteria for counties that want to move more quickly than the state.
o Latest case information from the county
o Amended county public health order
o How to safely remove and clean your face covering
o Sage Creek student project to help local seniors with grocery shopping
o Neighborhood signs of hope, joy, love and thank you for the community
o Art at home shadow and sun activity
o Updated rule on golf carts
o Announcement that select DMV offices are open for limited services
o Creative ideas to celebrate Mother’s Day at home
• Prepared and distributed daily update from the city:
o Anticipation of governor’s framework for what businesses may reopen
o Reminder that the stay at home order is still in effect and to remember the basics
of protecting yourself against COVID-19
o Expectation that case numbers will continue to increase and why
o Latest case data
o Golf carts now allowed
o Governor’s announcement about workers compensation and property tax
deadlines
o Carlsbad’s small business loan programs
o Clarification on city’s response to COVID-19 and staffing costs
o Carlsbad’s life sciences industry a key player in COVID-19

• Distributed COVID-19 update #35 about the employee face covering policy effective
