Re: Coronavirus Response Update 51
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
Regional status of outbreak (State and county data from May 10 at 5 p.m.)

Community outreach
• CERT distributed about 800 face masks to residents and visitors along the Carlsbad
Boulevard sea wall Saturday afternoon to promote community health and keep our
beaches open.

Police Department
• Officers found general compliance with the health order restrictions along the beaches,
trails and parks over the weekend.
o No arrests or citations for violations of the health orders.
o Eighteen parking citations issued around the beach areas
Parks & Recreation
• Reviewed California Watersports’ completed county COVID-19 business protocol form in
preparation for the limited opening of the recreational equipment rental business on
the inner Agua Hedionda Lagoon. The business conducted this limited opening Saturday,
and staff added this beach to their monitoring efforts.
Human Resources
• No change on the status of employees with possible COVID-19 exposure, 41 have been
cleared to return to work, no employees are under quarantine.
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o County’s updated public health order
o Governor’s new executive order requiring all registered voters to receive mail
ballot for general election
o State’s guidance on the gradual move to reopening businesses in Stage 2
o County’s list of open businesses
o 10News story on the early actions of Carlsbad to care for senior facilities
o Preview of City Council meeting topics, including modifying the meeting start time
during the COVID-19 pandemic
o Joint Economic Recovery and Revitalization business webinar
o Map of disabled parking locations near the beach
o Support of local Carlsbad florists who have reopened for Mother’s Day
o Home activities such as homemade flowers and cooking demonstration to
celebrate Mother’s Day
o Map of Carlsbad restaurants open for takeout and delivery for Mother’s Day
o Art at home activities: painting flowers and cardboard challenge
o Family movie night at home schedule
o Music @home virtual harpist concert
o Live from the Living Room concert series
• Prepared and distributed daily update from the city:
o Latest COVID-19 case numbers and city by city chart
o State’s safe reopening plans
o County’s instructions for businesses to reopen
o County’s adherence to the state’s reopening timeline

o City Council’s approval of increasing funding to the city’s local homeless shelter
and increased rental assistance to non-profits
o Carlsbad-based Viasat providing high speed internet where it’s needed most
o Honoring all mothers for Mother’s Day
• Updated public frequently asked questions based on the current public health order.
• Created an “at a glance” version of the county’s latest public health order.
• Distributed an email blast to 9,000 Carlsbad families with Mother’s Day stay at home
activities and other virtual programs.
• Distributed an email blast to 2,800 Carlsbad residents 50+ with upcoming programs,
activities and Sew2Care volunteer effort.
• Updated COVID-19 webpages:
o Where to find disabled parking near the beach
o Local Carlsbad florists open for Mother’s Day
o County’s amended public health order
o Play@Home activities
o Health order at a glance
o Status of city services
• Designed and coordinated the printing of 25 temporary disabled parking signs
• Replied to a council inquiry asking for Carlsbad Boulevard parking to be reopened
• Responded to 20 questions and comments on the city’s social media platforms and
