Re: Coronavirus Response Update 52
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

*5150 is the Welfare and Institutions Code under which adults experiencing a
crisis can be involuntarily detained for 72- hour psychiatric hospitalizations when
found to be a danger to themselves, to others or are gravely disabled.
Community engagement
• On Monday, CERT volunteers delivered 11,600 masks to 38 long-term and residential
care facilities in Carlsbad.
• Since May 8, the Police Department has delivered approximately 14,000 masks to
facilitate business reopening.

Fire Department
• Received final shipment of surgical masks from the county to be distributed to North
County fire agencies, with 3,000 delivered yesterday for a total of 140,000 masks.
Public Works
• Staff is planning to add five more hands-free walk signals effective May 13. The
intersections are at Carlsbad Boulevard and Cannon Road, Carlsbad Boulevard and
Poinsettia Lane, Carlsbad Boulevard and Island Way, Carlsbad Boulevard and Avenida
Encinas and La Costa Avenue and Rancho Santa Fe Road.
• Staff has received State Parks concurrence on adding eight additional ADA parking
spaces in the Ocean Street parking lot. These spaces are to be made available
tomorrow.
• The San Diego County Water Authority has made COVID-19 antibody testing available to
water agencies in the region, including the Carlsbad Municipal Water District.
Human Resources
• Distributed update on benefits changing because of COVID-19 to all full-time employees.
• No change in status of employees with possible COVID-19 exposure, 41 cleared to
return to work
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Updated case numbers and link to county’s charts
o How to register for the joint economic recovery and revitalization webinar
o Governor and Western Pact’s request for $1 trillion in federal relief and plans to
announce further easing of business restrictions
o Governor’s recognition of Carlsbad teen who tutors other students and embodies
California’s spirit of service
o CDC guidance on wearing face coverings
o Preview of City Council topics and how to participate
o County’s Mental Health Awareness Month resources
o County’s reminder that hotels and vacation rentals can only operate to support
COVID-19 efforts
o Wellness Wednesday webinar topics for Mental Health Awareness Month
o Art@Home activity- basic theater activities for voice, movement and imagination
o Bilingual family story time
• Prepared and distributed daily email update from the city:
o Importance of data trends over time
o County’s weekend slides and updated case numbers
o Summary of the updated county public health order, including new changes
o Answers to frequently asked questions
o Beach access and map of disabled parking spots

o Weekend’s face covering distribution to the public at the beach
o Joint economic recovery and revitalization webinar
o Preview of City Council agenda topics
o 10News story about the city’s early outreach to assisted living facilities

o How Carlsbad-based Callaway is giving back to the community
• Prepared a post card mailing and email for the city’s commercial water customers with
tips for properly flushing plumbing systems in facilities that have been fully or partially
closed.
• Created an “at a glance” version of activities and businesses that are currently open
with modifications or closed in Carlsbad.
• Updated COVID-19 webpages:
o Joint economic recovery and revitalization webinar
o Reopening guidebooks and checklists by industry
o State’s resilience roadmap
o What’s open and closed regarding businesses
o Carlsbad Play@Home activities
o Updated list of city services and how to access
• Responded to 14 questions and comments on the city’s social media platforms and
Communication & Engagement Department’s email.
