Re: Coronavirus Response Update 53
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Received additional 36,000 masks from County for public distribution.
Regional status of outbreak (All data from May 12 at 5 p.m.)

Fire Department
• Carlsbad FD has begun participating in a study for COVID-19 antibody testing of first
responders. The COVID-19 antibody test has been donated by a company in Carlsbad.
The study will include testing of firefighters and law enforcement personnel in all fire
agencies in north San Diego County and is overseen by the department’s medical
directors.
Police Department
• Officers issued five more parking citations near the beach between Tamarack Avenue
and Cannon Road yesterday.
• Delivered 300 face masks to La Posada.

Economic Development
• Co-chaired bi-weekly teleconference with local businesses, which includes live polling.
Human Resources
• One additional employee has been cleared to return to work, bringing the total to 42.
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Governor’s announcement of easing restrictions for additional businesses and
preview of next steps for in-person dining at restaurants
o Testing is becoming more available, including at some pharmacies
o Updated case numbers and link to county’s charts
o County’s preview that the county public health order will be updated to match
Governor’s announcement
o Carlsbad related COVID-19 frequently asked questions and answers
o Updated map of ADA beach parking spots
o Wellness Wednesday webinars for Mental Health Awareness Month
o DMV virtual office
o Reopening of Carlsbad State Street Farmers Market
o Leo Carrillo history mysteries
o Free virtual camps
o SANDAG bike commuting webinar
o Virtual bilingual family story time
• Prepared and distributed daily email update from the city:
o Taking stock of personal situations two months into the global health pandemic
o Mental health resources for mental health awareness month
o Examples of caring for Carlsbad
o Dashboard of what’s open and closed
o Anticipated upcoming changes from the governor
o Financial impacts on government and Carlsbad’s draft city budget

o Latest COVID-19 case information
• Updated the ADA beach parking map
• Updated the “hands free” pedestrian crosswalk signal map
• Coordinated the printing of 15 temporary disabled parking spot signs, 36 beach rules
and safety measure posters and 2,500 senior food to go flyers
• Sent out an eblast to Carlsbad businesses
o State’s resilience roadmap
o Requirements of all essential and reopened businesses
o County’s business inquiry email address
o Joint economic recovery and revitalization webinar
• Updated COVID-19 webpages:
o Updated ADA beach parking spot map
o State’s announcement that shopping malls and offices can reopen with
modifications
o State’s dine-in restaurant guidance
o Staff supervisor page with updated employee benefits
• Responded to nine questions and comments on the city’s social media platforms and
Communication & Engagement Department’s email.
