Re: Coronavirus Response Update 57
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

• CERT volunteers delivered 7,450 masks to
six long-term and residential care facilities

Library & Cultural Arts
• Working with Communication on the launch of a new on-demand video on mindfulness
for stress management.
Human Resources
• Status of employees with possible COVID-19 exposure remains unchanged, with 43 staff
members cleared of having the disease.
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Governor’s new criteria that would allow counties to move more quickly than the
state through Stage 2 reopening
o County’s announcement regarding new criteria, preview of presentation at the
County Board of Supervisors meeting, and updated statistics including 14-day
rolling average
o Preview of City Council meeting agenda items including an update on COVID-19
response
o Thank you to essential workers in the water industry to celebrate National Public
Works Week
o County’s recommendation to keep child immunizations up to date
o Wellness Wednesday healthy food strategies class
• Prepared and distributed daily email update from the city:
o Recap of weekend statistics
o Graffiti response
o Preview of COVID-19 update and other topics at Tuesday’s City Council meeting
o Celebration of the 10,000th senior meal since the start of the COVID-19
o Weekend face covering distribution by CERT members
o CARES Act funding proposals to be considered by county
o At home activities
o Carlsbad-based Biosciences and its role in fighting COVID-19
o Carlsbad connection for “The Last Dance” documentary
o Reminder of the city’s dashboards including what’s open/closed and summary of
current health orders
• Responded to a media inquiry from KNSD regarding potential closing of State Street to
cars.
• Replied to two COVID-19-related council inquiries
• Responded to 25 questions and comments on the city’s social media platforms and
Communication & Engagement Department’s email.
