Re: Coronavirus Response Update 59
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Received 36,000 face masks from County of San Diego for distribution to the public.
• Delivered 4,000 face masks to Carlsbad Chamber of Commerce to support business
reopenings.
• Continued cordination with Carlsbad Village Association on face mask distribution to
local businesses and shopping malls.

Human Resources
• Distributed memo announcing the extension of the city’s telecommuting approach
to July 6
• Coordinating distribution of reusable masks to city employees, scheduled for
May 26, 27 and 28.
• Status of employees with possible COVID-19 exposure:

Police Department
• Officers issued three more citations for parking violations in the beach area and nearby
neighborhoods. A total of 90 citations have been issued for parking violations in the area
since May 4.
Public Works
• The Safety Training Center will resume public safety training for other agencies the week
of May 26 so long as they follow physical distancing, face coverings and other
requirements.
• The county Water Authority asked the Carlsbad Municipal Water District and other
water agencies to support their request to the state for legislative relief to allow use of
federal funds to backfill lost revenue, extend emergency payroll tax credit to public
entities, restore advance funding for tax-exempt bonds and provide aid to low-income
ratepayers.
Communication & Engagement
• Created and shared the following with the public on city communication channels:
o County’s announcement that the state has approved its plan to move further into
stage 2 reopening
o Recap of what active park spaces are open to members of the same household
and the other health precautions
o What active park spaces are now open and still closed
o Fire Department virtual fire engine tour
o National Bike Month at home activity
o Story about Police Department assisting an elderly resident
o Good Life lecture about the key nutrients needed to support body, mind and
spirit
o Virtual bilingual family story time
o Wellness Wednesday Zoom call
• Prepared and distributed daily email update from the city:
o City parks now open to active uses
o Rationale for health orders
o Business update about the county’s application to the state to reopen more
businesses and the county’s meeting slides
o Beach parking and increased police patrol
o County’s stage 3 pilot program application
o Latest case numbers
o CARES Act funding for the city
o Summer programs and events
o Salute to high school graduates
o City Council presentation about COVID-19 response

• Coordinated the design and printing of 50 COVID-19 mandatory screening protocol signs
for Human Resources
• Replied to three COVID-19-related council inquiries
• Responded to 55 questions and comments on the city’s social media platforms and
Communication & Engagement Department’s email
