Re: Coronavirus Response Update 60
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Conducted Zoom meeting with Carlsbad congregate care facilities.
• Conducted CERT bi-monthly meeting, 77 volunteers participated.
• Received fourth delivery of face masks (72,000) from county for public distribution.
• Twenty-eight CERT volunteers will staff two face mask distribution points along the
Carlsbad Boulevard sea wall walk, at Pine and Tamarack avenues, through the holiday
weekend.

Police Department
• Planning for stepped-up police presence in the beach areas for the three-day
Memorial Day weekend.
• Issued nine more parking tickets for violations of the COVID-19 parking restrictions,
bringing the total to 99.

Human Resources
• Implemented mandatory screening stations and procedures for all employees
working on-site.
• Status of employees with possible COVID-19 exposure:
Cleared to return to work 43
Self-quarantined, awaiting test results 1
Parks & Recreation
• Provided 1,308 meals during the past week through the senior meal program.
o 765 meals were delivered to residents’ homes by staff; 543 meals were picked-
up at the Senior Center by residents.
o Total number of meals provided represents an 87% increase in the average total
number of meals served pre-COVID-19.
o Distributed face masks provided by the Emergency Operations Center.
• Conducted a site walkthrough and review for the proposed re-opening of The Canyons
(at The Crossings) restaurant. Operations have been modified to adhere to all applicable
county health department protocols. JC Management, the city’s contractual operator of
The Crossings Municipal Golf Course, is tentatively planning to reopen the restaurant
and the pro shop, also with modified operations, on Friday, May 29.
• Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and
redistributed pieces of produce within the senior meal program.
• Delivered shade canopies and folding tables to the Barker Family’s food drive held
during the Carlsbad Unified School District’s lunch pickup program at Carlsbad High
School.

Library & Cultural Arts
• The library is hosting its third "Live from My Living Room" virtual concert tomorrow,
streamed via Facebook Live. This weekend concert features a Brazilian singer and her
world-renowned guitarist husband.

Communication & Engagement
• Created and shared the following with the public on city communication channels:
o Reminder to wear face covering and maintain physical distance when going to
reopened businesses
o Thank you and reminder that residents’ actions save lives
o Steps for vacant businesses to take to flush their water systems
o Reminder of no trash service on Memorial Day on May 25
o Upcoming “Live from My Living Room” concert series performance
o National Public Works Week State Street Drainage Project video
o Leo Carrillo Ranch History Mystery
o Virtual camps for kids
o 10 News story on early action taken to save lives at senior care facilities in
Carlsbad
• Prepared and distributed daily email update from the city:
o County’s announcement that state approved its plan to move further into stage 2
reopening
o Overview of what will be different and what to expect at reopened businesses
and restaurants
o Reminder of effectiveness of wearing face covering and importance of following
health precautions
o Active uses are open and closed at city parks and facilities
o City Council to revisit restrictions on beach parking at meeting week of June 1
o County’s stage 3 pilot program still waiting on state approval to reopen personal
care services and gyms
o Latest COVID-19 case numbers
• Updated COVID-19 webpages:

o Q&A
o Open and closed dashboard
o Health order at a glance
• Distributed COVID-19 employee updates #38 and #39:
o Mandatory health screening procedure plan
o Free reusable face covering distribution for employees
• Responded to five council inquiries on COVID-19 topics, bringing the total to 56.
