Re: Coronavirus Response Update 65
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• EOC staff delivered 481 Sew2Care face coverings to congregate care facilities.

Police Department
• Officers were generally able to keep people moving at the beach Sunday without issuing
any written warnings for violations of the health order.
• Seventeen written warnings were issued Saturday to beachgoers for health order
violations.
• A total of 179 written warnings have been issued over the past week along the beach.
• Twenty parking citations were issued along the beaches on Saturday, none on Sunday.
• Officers have issued a total of 194 parking citations along the beach since May 4, 2020.

Library & Cultural Arts
• Beginning today, all three Carlsbad City Library locations will offer limited curbside
checkout of library materials that were on hold when the libraries closed March 16.
Library staff began contacting community members Thursday, May 28 to offer
appointments to pick up these items. Patrons may also return library materials with the
curbside service.
• Cultural Arts launched Aging Creatively, a series of four virtual classes from San Diego
Dance Theater offering movement and dance for people 55 and older.
• Cultural Arts, in partnership with Playwrights Projects, is offering local families and
seniors an opportunity to learn how to write short monologues and scenes based on
interviews with loved ones to capture family histories. Participants can submit scripts
that may be chosen to be read and recorded by professional actors on the city’s website
• In partnership with a MiraCosta College music professor, Cultural Arts is hosting a virtual
interview of local music duo MandoBasso this Saturday. Viewers are invited to submit
questions.
Communication & Engagement
Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
• Latest data on case numbers, testing, hospital capacity and other related information
• Update on the governor’s Friday announcement that counties would determine when to
move further into stage 2 once state guidance is issued
• Announcement about the first step to sign up for the city’s new small business loan
program
• Support local businesses
• Regional need for plasma donations
• Updated beach rules coming June 2
• New county health order available
• New requirement for hotel guests
• New free legal assistance service
• Updated dashboard of what’s open and closed
• Reminder about the importance of face coverings
• How to wash and care for face coverings
• Thank you to ASVR for face mask donations
• Online community services and activities:
o Firefighter story time
o Folkloric dance
o General fitness and enrichment
o Friday movie night
o Zoom classes for 50+
