Re: Coronavirus Response Update 69
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
Regional status of outbreak (All data from June 9 at 5 p.m.)

Human Resources
• Status of employees with possible COVID-19 exposure is unchanged: all 45 employees
who may have been exposed have been cleared to return to work.

Library & Cultural Arts
• All three Carlsbad library locations are now open for contactless curbside service.
Appointments are required. Patrons can make appointments once they receive notice
that their reserved materials are available for pick up.
Communication & Engagement
• Communicated via city communication channels about the following topics related to
the COVID-19 public health emergency:
o Latest data on case numbers, testing, 14-day rolling average, hospital capacity
and other statistics

o List of businesses that will reopen and activities that may resume under the
county’s modified public health order
o Updated dashboard of what is open and closed
o COVID-19 response update at the City Council meeting
o Public participation during the City Council meeting
o Launch of the library’s curbside service
o Virtual community services and activities:
▪ Bilingual story time with library
▪ Wellness Wednesday gardening basics class
▪ Genealogy webinar
o Warning against IRS payment scams
• Designed and produced the following:
• 1,200 “open for business” signs
• 1,200 flyers about the city’s support for reopening businesses
• Bilingual do not enter sign for library’s curbside pick up
