Re: Coronavirus Response Update 70
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

Human Resources
• Status of employees with possible COVID-19 exposure: 46 employees who might have
been exposed have been cleared to return to work.
Homeless response
• There are 38 formerly homeless people being housed in a local motel to protect them
from COVID-19. Fifteen of them are women, 23 are men, 35 of them are from Carlsbad,
two are from Escondido and one is from Oceanside.
o Six guests have been moved from the motel to more permanent housing.
• The La Posada shelter for homeless men has all of its 50 beds filled.
• The Homeless Outreach Team contacted 23 homeless people from June 8 to June 11 to
offer resources. Three accepted the help, 12 declined. No citations or arrests were
made.
o HOT team also handed out three masks to homeless people.

Economic Development
• Sent the tenth joint communication from the City, Carlsbad Chamber of Commerce and
Carlsbad Village Association.
• Launched the “We’re Open” campaign in conjunction with the EOC and
Communications, in process of delivering 1,200 signs and 1,200 flyers about how the
city is helping businesses.
• Launched an online survey to assess status of businesses, the impact of COVID-19 on
revenues and employees, and business sentiment on economic recovery.
• Received 130 short-form business loan eligibility applications.
Parks & Recreation
• Finalized COVID-19 safe reopening plans and protocol forms, formalized organizer and
participant waivers, and reallocated and trained staff on new practices and procedures,
all in preparation for the opening of sports camps on Monday, June 15.
• Reopened Carlsbad High School tennis courts and six of the nine school fields under
joint use agreements. The three other school fields are closed due to pre-scheduled
summer turf renovations (not due to COVID-19 impacts).
• Provided 1,242 meals during the past week through the senior meal program.
o 744 meals were delivered to residents’ homes by staff; 498 meals were picked-
up at the Senior Center by residents.
o Total number of meals provided is a 77% increase in the average total number of
meals served before the pandemic.
• Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and
re-distributed pieces of produce within the senior meal program.
• Canceled special event permit for LEGOLAND California Resort’s 2020 Fireworks Display,
originally scheduled for July 4, at the request of the event organizer.
Library & Cultural Arts
• Launching annual Summer Reading Adventure for all ages on June 15. The popular
program, which runs through Aug. 9, moves entirely online this year. Virtual programs
will include visits from magicians, concerts and author talks.
Community Development
• Update on building permit activity: Week ending 6/11 4 prior months avg.

Communication & Engagement
• Communicated via city communication channels about the following topics related to
the COVID-19 public health emergency:
o Latest data on Carlsbad cases, 14-day rolling average and the county’s 13 triggers
o List of latest business/activities that can reopen on June 12
o Reminder about small business loans
o Importance of practicing the basics to stop the spread of COVID-19
o Details on city pools, summer camps, tennis courts and other recreational
services
o Celebrating graduating seniors
o Curbside pickup appointments for library services
o Preventing scams while supporting family caregivers
o Virtual community services and activities:
▪ Everything But the Kitchen Sink percussion workshop
▪ Firefighter Story Time
▪ Friday night family movie night
• Refreshed the city’s COVID-19 website with new graphics and a site structure focused
on reopening, health precautions and business support
• Created the following videos:
o Awareness about the commonly missed spots when washing your hands and
how to ensure clean hands to stop the spread of COVID-19
o Installation of Class of 2020 graduation celebration banners for Carlsbad high
schools
• Designed and produced the following:
o Banner for Library’s curbside service
