Re: Reopening Update -Library & Cultural Arts Services and Facilities
This memorandum provides the status of the reopening of certain Library & Cultural Arts
facilities and services in response to the state's and the county's lessening of restrictions
related to the recovery from the COVID-19 pandemic.
Background
On June 9, 2020, the California State Library and the State of California Department of Public
Health released COVID-19 guidance specific to the reopening of libraries and galleries. The
guidance was to be effective no sooner than June 12, 2020.
Discussion
On May 19, 2020, the State of California Department of Public Health released COVID-19
Industry Guidance for the retail sector which included guidance for libraries to begin curbside
services as well as precautions to take in managing the return of materials. This document
stated that the California State Library would produce additional guidance on other services
libraries can perform in future phases of the state's Resilience Roadmap. On June 9, 2020, the
California State Library followed this with guidance specifically on restoring in-person services
in California's lib.raries. The guidance was to be effective no sooner than June 12, 2020. Also,
on June 9, 2020, the State of California Department of Public Health released Industry Guidance
for Museums, Galleries, Zoos and Aquariums. Library & Cultural Arts Department staff have
been working diligently to interpret the guidance received from the California State Library and
the California Department of Public Health, and address staffing and protocol requirements to
reopen library and cultural arts facilities and services.
The attached Library & Cultural Arts Department COVID-19 Update, dated June 22, 2020,
provides the City Council with the specific services that have been or will be reopened as soon
as dates for each are established. It also details the applicable requirements that must be met
in advance.to ensure the safe reopening of the facilities and services.

Next Steps
Staff will continue to address the staffing and protocol requirements to reopen library and
cultural arts facilities and services according to the re-opening planning noted in the attached
Library & Cultural Arts Department COVID-19 Update. Staff are communicating with libraries in
the region to coordinate timing for opening and in soliciting additional guidance from San Diego
County public health officials regarding protocols. Staff will continue to reconcile and follow
guidance from the state, county, and city officials. As more information is known, staff will
conti~ue to provide updates to the City Council and the community.

• Prepare reopening plans for each facility
• Ensure safety modifications to the facilities are performed
• Determine occupancy and time limits
• Arrange for and ensure sanitation protocols
• Comply with all county protocols and modify services as needed
• Reallocate staff between services as they expand
• Train all staff on new protocols and procedures
• Interior access to Cannon Art Gallery
o No date set; targeting no earlier than July 6th
■ Staff is exploring re-opening based on current guidelines allowing galleries to be
open
■ Must address the following requirements beforehand :
• Ensure safety modifications to the gallery are performed
• Determine occupancy and time limits
• Arrange for and ensure sanitation protocols
• Comply with all county protocols
• Train gallery staff on new protocols and procedures
• Interior access to meeting/event spaces, bookstores, cafe
o No date set; meeting/event spaces targeted for Stage 4, cafe and bookstores no
earlier than July 6th in consultation with cafe operator and Friends of the Library
■ Must address the following requirements beforehand:
• Ensure safety modifications to the facilities are performed
• Determine occupancy and time limits
• Arrange for and ensure sanitation protocols
• Comply with all county protocols and modify services as needed
• Ensure cafe operator/staff and Friends' volunteers are trained on new
protocols and procedures
