This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. Regional status of outbreak (All data from June 29) California County Carlsbad Confirmed cases 222,917 13,832 160 Increase since last memo 27,346 2,206 33 Deaths 5,980 361 n/a City-by-city comparison • Confirmed cases as percent of population in local cities with 50,000 or more residents: CORONAVIRUS ACTIONS June 30, 2020 Page 2 Human Resources • Status of employees with possible COVID-19 exposure Cleared to return to work 55 Self-quarantined, waiting for test results 8 Self-quarantined with symptoms, have not been tested 1 Tested positive, self-isolated 2 Homeless response • There are 34 formerly homeless people being housed in Hyland Inn to protect them from COVID-19. 21 are men, 13 are women, 33 of them are from Carlsbad and one is from Oceanside. o One individual moved into permanent housing. • The Hyland Inn will close to homeless clients on 7/15. o The city has been actively communicating with RTFH and the county. o The city will be supporting Interfaith Community Services to help bridge clients to other appropriate resources. • The La Posada shelter for homeless men has 48/50 beds filled. • HOT, ICS and Vista Community Clinic conducted COVID-19 testing at the hotel on 6/25. o 16 individuals participated from the hotel and two individuals participated from the community. • Seven homeless shelters have been tested and all have tested negative. • With the convention center, the available housing inventory for the homeless community remains at 42%, which is above the county’s 15% inventory threshold trigger. • From 6/25 to 6/29, HOT has contacted 15 people. o Contacts could be repeated and not necessarily a new homeless person contact. o Of the people contacted where resources were a viable option, three accepted resources and four declined resources. Resource referrals were not an option during eight of the contacts. • Participated in a Homeless Sector COVID-19 webinar with the County HHSA. Public Works • Facilities staff continues to work with departments on workspace modifications. o Estimated completion date is July 7. Parks & Recreation • Responded to a staff member’s positive test for COVID-19 according to all applicable notification, isolation and sanitization protocols. • Reopened one additional pickleball court at Poinsettia Community Park, totaling four of six courts. CORONAVIRUS ACTIONS June 30, 2020 Page 3 o The remaining two courts remain closed to allow for physical distancing. • Instructed management company to waive the fee on single rider carts for patrons at the golf course who are seniors or who indicate they have an underlying medical condition. • Commenced all-day youth summer camp at Pine Avenue Community Center under a safe reopening plan. • Canceled classes/rentals (i.e., not youth summer camps) at community centers, senior center and Leo Carrillo Ranch Park through July 15. • Provided 1,004 meals during the past week through the senior meal program o 506 meals were delivered to residents’ homes by staff; 498 meals were picked- up at the Senior Center by residents. o Total number of meals provided represents a 43% increase in the average total number of meals served pre-COVID-19. • Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and re-distributed produce through the senior meal program.
