Re: Coronavirus Response Update 79
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

Economic Development
• Informed all Carlsbad business license holders about the County of San Diego small
business stimulus program and how to apply
• Participated in the launch of #WithLoveNorthCounty campaign with San Diego North
Economic Development Council and North County cities to promote hotels as a
destination for staycations
• Conducted door-to-door canvasing for the city’s State Street activation survey of
businesses in conjunction with the Carlsbad Village Association
• Issued Joint Communication #12 from city, Chamber of Commerce and Carlsbad Village
Assocation on Wednesday, covering:
o County small business stimulus
o PPP loan program extended
o How to apply to move businesses operations outdoors
Public Works
• More dividers for open workspaces arrived yesterday and will be installed by Facilities
staff this week. Library staff requested additional dividers and workspace modifications,
which have been ordered.
• A contractor is deep cleaning and sanitizing the Safety Center today.
Library & Cultural Arts
• The library’s virtual Summer Reading Adventure, a reading program for all ages, began
June 15. As of July 7, 905 community members have registered and read for more than
186,000 minutes. The figures represent a 75% drop in participation from the 3,550
people registered at the same time last year. This drop highlights the value of in-person
service at the libraries, and other libraries say they are experiencing similar drops in
participation during these closures.
• Viewership of virtual family-oriented performances are strong, with more than 374
views of the performances during the program’s first few weeks. The weekly shows
continue through Aug. 9.
Communication & Engagement
• Communicated via city communication channels about the following topics related to
the COVID-19 public health emergency:
o Updated county public health order, including that all restaurants must close by
10 p.m. and which businesses’ indoor activities are now closed for three weeks
o Explanation of the triggers for increasing health restrictions
o Information about community outbreaks
o Latest COVID-19 case numbers for Carlsbad and the county
o City’s support of local businesses with a temporary permit to expand into
sidewalks and private parking lots
o How the community can help local businesses stay open

o Updated dashboards of what’s closed and open
o How far droplets can spread if not wearing a mask
o Update on county offices closing again for in person services and how to access
commonly requested services by phone and online
o Warning about dangerous ingredients in some types of hand sanitizers
o Thank you to CERT volunteers for the work over the holiday weekend
o Upcoming IRS tax filing deadline
o Virtual city programs
