Re : Aug. 27, 2020, Special Workshop of the City Council -Housing Element Update
This memorandum is to advise the City Council that we will be holding a special City Council
workshop on Aug. 27, 2020 at 3 p.m. The purpose of the workshop is for staff to provide a
status report on the Housing Element Update effort and to solicit feedback and direction from
the City Council on the identified methodologies for site selection before soliciting input from
the public on specific housing sites.
Background
As required under state law, the city has begun updating its General Plan Housing Element. The
Housing Element is designed to provide the city with a coordinated and comprehensive strategy
for promoting the production of safe, decent and affordable housing for varying income-levels
within the community for the next eight years, which will cover April 2021 through April 2029.
For this housing period, which the state refers to as the sixth housing cycle, the city's share of the
Regional Housing Needs Assessment (RHNA) is 3,873 housing units. The city must demonstrate
to the State Department of Housing and Community Development that its Housing Element has
adequate land capacity to accommodate its share of assigned RHNA housing units at all income
levels.
There are several ways to meet this need, and working with the Housing Element Advisory
Committee, a citizens advisory group created by the City Council to assist in this update, a series
.of methodologies have been developed that could be utilized to identify appropriate housing
sites. Staff is seeking City Council direction and input on which specific methodologies should
be pursued, before identifying and engaging the community to solicit input on specific housing
sites identified through application of the selected methodologies.
