Re: Coronavirus Response Update 86
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

• Status of employees with possible COVID-19 exposure:

• Update on curbside pickup and drop off of library materials, which began June 1:

Parks & Recreation
• Update on senior meal program:
o Provided 949 meals during the past week to Carlsbad residents 60 or older
▪ 454 meals were delivered to residents’ homes by staff
▪ 495 meals were picked-up at the Senior Center by residents
o Total number of meals provided is a 41% increase in the average total number of
meals served before the pandemic
o Provided 20,000 meals since onset of COVID-19
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed pieces of produce through the senior meal program.
• Canceled special event permits at request of even organizers for:
o Special Olympics' Law Enforcement Torch Run, rescheduled for November 4.
(Original date was May 22. Traffic control plan also canceled.)
o Art in the Village, rescheduled for August 23. (Original date was June 28)
o Carlsbad 5000, rescheduled for September 20-21. (Original dates were March 21-22)
Communication & Engagement
• Communicated via city communication channels about the following topics related to
the COVID-19 public health emergency:
o Latest data on Carlsbad cases, 14-day rolling average and status of the county’s
13 triggers
o Overview of community outbreaks and where they occurred
o What the city has done to date to educate and distribute face coverings to the
public and face covering enforcement options
o Research that six out of 10 adults are at increased risk of severe illness if they get
COVID-19
o Updated public health order about the employer’s responsibility in reporting
cases to employees
o Mask Up campaign with Carlsbad hotel outreach
o Closure of outdoor basketball courts
o How businesses can activate their outdoor space for retail and dining
o Slow the spread of COVID-19 and protect friends through physical distancing and
wearing a mask
o Milestone of delivering 20,000 senior meals throughout the pandemic response
o Carlsbad summer camps
o Livestreams to state and county news conferences
o Virtual city webinars, resources and creative programs
• Designed and printed 300 flyers for free COVID-19 testing for Carlsbad’s homeless
population.
