Re: Coronavirus Response Update 87
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

City-by-city comparison
• Carlsbad now has the third lowest rate of confirmed cases as a percent of population in
local cities with 50,000 or more residents, with a rate slightly higher than those reported
in Encinitas and Poway:
Homeless outreach team
City and county staff at COVID-19 testing site Tuesday.
• Coordinated with county health officials to provide free COVID-19 testing for the
homeless at the Church of the Advent in the Village on Tuesday. This was the first
community testing site in San Diego County for the unsheltered homeless. Twenty-
seven people were tested in the single day of screening. Results will be processed within
five days and individuals will be contacted directly by phone or email by county nurses.
City staff will be notified of the total number of positive and negative tests and the
Homeless Outreach Team will be available to help guide people testing positive to
resources.

the COVID-19 public health emergency:

o California Department of Public Health’s waiver program for elementary schools
o County’s new Healthy Compliance Call Center
o DMV’s extension for drivers scheduling a behind the wheel test
o Virtual city programs:

▪ Lunchtime concert
▪ Carlsbad Sings sing-a-long
• Coordinated the printing and delivery of “Stay Safe to Stay Open” window stickers and
floor decals for Carlsbad hotels
• Sent email to all managers about the importance of wearing a face mask in the work
place and to lead by example
• Sent an e-newsletter to seniors about Play@Home programs for adults 50+ and how to
sign up for the senior lunch service
