Re: Coronavirus Response Update 88
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
•Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
•CERT delivered Stay Safe to Stay Open floor stickers and window clings to Carlsbad
hotels.
•With assistance of CERT, created a Carlsbad child care map listing facilities, available
spaces and the level of care provided (carlsbadca.gov/childcare)

City-by-city comparison
• Carlsbad still has the third lowest rate of confirmed cases as a percent of population in
local cities with 50,000 or more residents, with a rate slightly higher than those reported
in Encinitas and Poway:
Police Department
• Crime Suppression Team officers visited three of the city’s busiest restaurants with bars
since Thursday to help them comply with the latest public health orders. In the initial
visits, officers provided the latest order and explained how it changed, checked for
potential violations and, if any were found, let the business’ managers know how they
could comply. In subsequent visits, officers checked on compliance.
The businesses that were visited were:
o Mas Fina Cantina, 2780 State Street. Officers visited this bar and restaurant four
times. The only violation noted was that some guests waiting in line were not
wearing masks.
o The Compass, 300 Carlsbad Village Drive. Officers visited this restaurant twice.
No violations were noted.
o Boars Cross’n, 390 Grand Avenue. This bar was visited four times. The single
violation observed was that the indoor patio dining area was being used. This
was resolved by the owners closing the area to guests.

• The library is reducing its print periodical subscriptions and re-allocating approximately
$16,000 for electronic resources such as digital text, audio and video formats, research
databases, learning apps and streaming services for patrons to access online.

Parks & Recreation
• Update on senior meal program:
o Provided 922 meals during the past week to Carlsbad residents 60 or older
▪ 432 meals were delivered to residents’ homes by staff
▪ 490 meals were picked-up at the Senior Center by residents
o Total number of meals provided is a 32% increase in the average total number of
meals served before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program.
o Coordinated with the Economic Development Department to relocate certain
elements of the Village streetscape, such as concrete raised planters and
decorative benches, to accommodate the use of sidewalks by businesses now
allowed to offer outdoor dining.
Communication & Engagement
• Communicated via city communication channels about the following topics related to
the COVID-19 public health emergency:
o Daily case data
o Status of the county’s 13 triggers
o Reminders about health precautions
o Board of Supervisor’s vote to dedicate local funding for child care
o Proper disposal of masks
o Carlsbad High School students’ improv comedy camps
o Carlsbad life science businesses who are supporting COVID-19 response
o Virtual city programs:
▪ Fitness classes for adults 50+
▪ Carlsbad Sings sing-a-long
▪ Art at Home
▪ Good Life Lecture
▪ Free video streaming services
▪ Word embroidery workshop
▪ Genealogy resources
▪ UCSD Osher Lifelong Learning Institute lectures
• Created a video about the COVID-19 safety precautions at Alga Norte Aquatic Center.
• Updated staff FAQs.
• Documented video and picture footage of distributing Stay Safe Stay Open materials to
hotels.
