Re: Coronavirus Response Update 89
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

Library & Cultural Arts
• An officer from the Police Department completed a safety assessment of the curbside
service operations at all three library locations. Minor suggestions to increase safety
were implemented Monday.
• Update on services provided online during the pandemic:
o Genealogy research. All seven of the library’s genealogy databases are now available
to patrons from home. Remote access recently became available to American
Ancestors, the database of the New England Historic Genealogical Society, and
Ancestry.com has extended its free remote access through the end of September.
o The library’s virtual Summer Reading Adventure, a reading program for all ages,
concluded Aug. 9. Overall, participation was down about 70% from last summer’s
virtual and on-site program. However, staff received positive feedback from
participants, especially from grateful parents who appreciated having something to
motivate their children to keep reading this summer. The rewards participants
earned may continue to be picked up through the library’s curbside service.

Office of Innovation and Economic Development
• In coordination with CERT volunteers, completed second round of safe COVID-19
practices awareness information to all 41 of the hotels that are open in Carlsbad. The
first round included distribution of counter displays for check-in counters, digital media
for billboards and in-room displays. This round included window cling signs for all open
hotels and social distancing floor stickers and stanchion signs for hotels that needed
them.
• Economic development staff continue to engage with businesses that have moved
operations outdoors or want to do so to help assist in both education and permitting, in
coordination with the Community Development Department.
Communication & Engagement
• Communicated via city communication channels about the following topics related to
the COVID-19 public health emergency:
o Daily case data
o Status of the county’s 13 triggers and state’s six triggers
o State testing data and how it may affect San Diego County case numbers
o New guidance for higher education and collegiate sports
o Support for local businesses
o Tips on managing stress during the pandemic
o Virtual city programs:
Zumba classes for adults 50+
Culinary Lab
Library bilingual family story time
• Added the Carlsbad child care online map to the COVID-19 relief and open/closed
webpages
