Re: Coronavirus Response Update 90
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

percent of population in local cities with 50,000 or more residents. Their rates
remain slightly higher than those reported in Poway:

• The virtual DNA Interest Group meeting on Saturday drew an audience of 236 people.
The genealogist CeCe Moore, from the television show The Genetic Detective, spoke
about her work solving a cold case. The program was offered through the library’s
partnership with the North San Diego County Genealogical Society. This level of
attendance is noteworthy because in the past, we could only host up to 90-100
participants for a program because of room capacity, while many more can participate
online.

Parks & Recreation
• Update on senior meal program:
o Provided 912 meals during the past week to Carlsbad residents 60 or older
▪ 465 meals were delivered to residents’ homes by staff
▪ 447 meals were picked-up at the Senior Center by residents
o Total number of meals provided is a 30% increase in the average total number of
meals served before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program
• Offered the following new virtual programs for community recreation:
o History Mystery – A beautiful painting
titled, “Rail Bridge over Agua Hedionda
Carlsbad,” at right, was shared and
revealed on the Friends of Carrillo
Ranch Facebook and Instagram pages.
o Lunch at the Culinary Lab - Participants
learned to make campfire eats
including breakfast taquitos, shrimp
scampi and chicken kebabs. Next
week’s menu is Jamaican Cuisine.
o UCSD Osher Lifelong Learning - This
educational program for adults
featured A Celebration of Ludwig Van
Beethoven: Funeral March Sonata.
o Intermediate/Advanced Watercolor painting
Communication & Engagement
• Communicated via city communication channels about the following topics related to
the COVID-19 public health emergency:
o Daily case data
o Status of the county’s 13 triggers and state’s six triggers
o Explanation of how the county would get off the state’s monitoring list and what
that could mean for reopening businesses
o City’s work to streamline outdoor permit processing and how Carlsbad
businesses are adapting to outdoor dining
o Preview of Aug. 18 City Council topics related to COVID-19 response
o How to properly dispose of masks and wipes
o Updated student meal information from schools
o How to protect yourself from COVID-19 while enjoying summer activities
o Duke University research on the effectiveness of different types of face coverings
o Economic relief from the state
