Re: Coronavirus Response Update 92
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

City-by-city comparison
• Carlsbad has the second lowest rate of confirmed cases of COVID-19 as a percent of
population in local cities with 50,000 or more residents, with Poway continuing to have
the lowest rate.
Library & Cultural Arts
• Celebrating a milestone achievement today: Library staff have provided community
members with 50,000 library items – including books, audiobooks, DVDs and CDs –
through the curbside service that began on June 1. Curbside service continues at all
three libraries Mondays through Saturdays, from 10 a.m. to 4:45 p.m.
Parks & Recreation
• Update on senior meal program:
o Provided 9,661 meals during the past week to Carlsbad residents 60 or older
▪ 503 meals were delivered to residents’ homes by staff
▪ 458 meals were picked-up at the Senior Center by residents
o Total number of meals provided is a 42% increase in the average total number of
meals served before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program
• Canceled special event permit and traffic control plan for the LPGA Kia Classic, which
had been rescheduled for September 21-27, at the request of the event organizer.

• Reopening plans for Carlsbad school districts and private schools:
o Carlsbad Unified School District
▪ Started August 25. Online learning planned through September 21
▪ After September 21, elementary schools to return for modified in-person
instruction
▪ After October 9, middle and high schools to return for modified in-person
instruction

o Encinitas Unified School District
▪ Started August 17 with online learning
▪ Parents can opt-in for full year of online learning
▪ If county gets to the August 31 benchmark, district will wait an additional
14 days to work on a staged plan, with virtual, hybrid and in-person
instruction
▪ Some in-person instruction will occur for special need students and
others who require specific assistance
o San Marcos Unified School District
▪ Started August 18 with online learning
▪ Parents can opt-in for full year of online learning
▪ No set date to start in-person or hybrid instruction
▪ Next steps to be determined by August 31 benchmark
o San Dieguito Unified School District
▪ School started August 25 with online learning to extend until October 28
o St. Patrick's Catholic School
▪ To start August 26
▪ Received waiver for grades K-6
▪ Parents can opt-in for online learning
▪ Grades 7 and 8 will do online learning until September 1, when students
can return for in-person instruction
o Pacific Ridge School
▪ To start September 1
▪ Still finalizing plan, probably a combination of in-person, hybrid and
online learning
o Army & Navy Academy:
▪ To start September 9
▪ Move-in for students: September 2, 4 and 8
▪ In-person, with exception of international students and students who
have or have family members with chronic underlying conditions or
compromised immune systems
o Sanderling Waldorf School
▪ Carlsbad location is for child care only
▪ School site in Vista
o Carlsbad Christian Academy (on the campus of Beautiful Savior Church) – K-5th

▪ Started on August 25
