Citizens of the Year Presentation

COVID-19 public health restrictions prohibit hosting an in-person presentation of the Citizen of
the Year awards and reception at City Hall. As an alternative, staff recommend a virtual
presentation that will provide an opportunity to recognize Tina Schmidt and Don Whisnant, two
long time community volunteers.
When the Citizens of th~ Year event was first postponed due to the COVID-19 public health
emergency, staff produ~ed short videos honoring the two awardees. Staff recommend debuting
the videos during the Sept. 1 City Council meeting as part of a special virtual Citizens of the Year
presentation. Following is a proposed outline:

Mayor Matt Hall will introduce first honoree, Tina Schmidt.

Mayor Matt Hall, followed by other City Council members wishing to
say a few words.
Although members of the public will not be able to attend this year's event in person, they will
be invited to watch the presentation live on the city's cable channel and website. Members of
the public may also request to make comments.
Background
The Citizen of the Year program was established in 1980 via City Council policy #5. It is intended
to honor community members who have given their time and energy toward the civic
improvement, beautification and betterment of the City of Carlsbad .

PURPOSE:
To recognize a dedicated citizen who, on a volunteer basis, has given unselfishly
of time, energy, and means to the cause of civic improvement, beautification, and
betterment.
STATEMENT OF POLICY:
I. This award is for noteworthy community service within a given calendar
year.
2. The Mayor of the City of Carlsbad will appoint a committee of five to
recommend candidates for the Citizen of the Year Award.
3. The committee will select a citizen who is a resident of the City, or
sphere of influence, who it considers is most deserving of the award for
civic contribution during the year.
PROCEDURE:
A. The committee members shall be appointed annually.
B. The selection committee will be guided by the following:
(1) Long and faithful service to the community.
{2) Distinguished service in a position of responsibility.
(3) Enterprise, initiative, diligence, and care in the performance of
a specific volunteer assignment.
(4) Outstanding contribution to the development, growth, and welfare of
the community.

C. The Citizen of the Year Award recipients will receive a plaque in
recognition of their outstanding efforts in the City of Carlsbad, or its
sphere of influence.
D. The annual awards ceremony will be held as the first order of business at
a City Council meeting in the month of January.
E. This award is not intended to recognize elective officials or those who
receive compensation for their efforts. It is intended to recognize
volunteer, unpaid effort of a significant nature.
