Re: Coronavirus Response Update 94
The purpose of this memorandum is to provide the City Council with an update on the city’s
response actions related to COVID-19. This memo focuses on actions and information that are
new since the last update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

City-by-city comparison
• Carlsbad continues to have the second lowest rate of confirmed cases of COVID-19 as a
percent of population in local cities with 50,000 or more residents, with Poway
continuing to have the lowest rate.
Library & Cultural Arts
• More than 61,000 Project Gutenberg titles were made available through the library’s
online catalog on Monday, after a few weeks of testing. Project Gutenberg is a library of
free eBooks to be downloaded or read online with a focus on older works in the public
domain. The titles will be searchable and available for download with or without a
Carlsbad City Library card.
• After checking the most recent census response rates in the neighborhoods around the
Carlsbad City and Cole libraries, the U.S. Census team decided they would concentrate
efforts in lower response neighborhoods and will not be working at the libraries as
previously planned. Two bilingual census workers will be at the Library Learning Center
on Sept. 14 to speak with patrons and Head Start parents as part of their efforts to
reach hard-to-count community members.

Parks & Recreation
• Revised safe reopening plan and resumed indoor dining at maximum 25% capacity on
Monday at The Canyons Restaurant, the clubhouse of The Crossings at Carlsbad Golf
Course, following the state’s guidance for restaurants and the county’s supplemental
requirements.
• Revised safe reopening plan and started re-opening the historic structures at Leo Carrillo
Ranch Park Monday, also at 25% maximum capacity, following the state’s guidance for
museums and the county’s requirements.
• Revising safe reopening plan to resume reservable basketball “shoot around” play in
community centers within the next week at 10% maximum capacity, following the
state’s guidance for fitness facilities and the county’s requirements.
• Update on senior meal program:
o Provided 960 meals during the past week to Carlsbad residents 60 or older
▪ 504 meals were delivered to residents’ homes by staff
▪ 465 meals were picked-up at the Senior Center by residents
o Total number of meals provided is a 37% increase in the average total number of
meals served before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program
Public Works
• Staff received a question from a resident on the legality of use of the changeable
message signs that state “Masks Required,” pointing out that is not a traffic control
message. Staff responded that under the California Manual on Uniform Traffic Control
Devices, Section 21.02, Applications of Changeable Message Signs, these signs may be
used by local highway agencies to display safety messages along with other authorized
messages.
Communication & Engagement
• Communicated via city communication channels about the following topics related to
the COVID-19 public health emergency:
o Daily case data and status of the reopening triggers
o State’s new framework for how and when various sectors of the economy will
reopen
o Explanation of the new state metrics including how new cases per 100,000 are
calculated
o Types of industries and businesses that can reopen under the state’s new
guidance
o Overview of how school districts serving Carlsbad are planning to open (virtual
and future in person plans as allowed)
o Carlsbad Unified School District grab & go meals
o State’s new partnership for rapid result testing

o New guidance for who should be tested
o Milestone of checking out 50,000 library items via curbside service
o Library resources for students
o Thank you to the community for doing their part to slow the spread

health order and encourage compliance.
