Re: Coronavirus Response Update 95
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.

Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

Library & Cultural Arts
• Update on curbside service, now entering its fourth month:

• Remote access to the popular genealogy database Ancestry Library Edition has been
extended until the end of the year. Before the pandemic, this database was only
available to Carlsbad library patrons while inside the library. In March, the vendor began
allowing external access to its library subscribers at no extra charge and has been
extending this service monthly. This latest extension is the first three-month extension.
Communication & Engagement
• Communicated via city communication channels about the following topics related to
the COVID-19 public health emergency:
o Daily case data and status of the reopening triggers
o Clarifying state’s new guidelines for how and when various sectors of the
economy will reopen
o Explanation of the new state metrics including how new cases per 100,000 are
calculated
