Re: Coronavirus Response Update 96
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• City staff and Carlsbad CERT volunteers distributed over 1,000 masks at locations along
the sea wall and at north beach throughout the Labor Day weekend. Residents and
visitors had the opportunity to receive stamped, personalized masks. The “I Carlsbad"
stamped mask was the runaway favorite.

• Carlsbad continues to have the second lowest rate of confirmed cases of COVID-19 as a
percent of population in local cities with 50,000 or more residents. The percent is .544%
in Carlsbad, .553% in Encinitas and .506% in Poway.

Parks & Recreation
• Augmented and extended sanitation services at parks and beaches through the Labor
Day holiday weekend to ensure adherence to the county’s public health order protocols
• Reopened the Ocean Street Sculpture Park parking lot to the general public after closing
it for the Labor Day holiday weekend in an effort to reduce beach crowd sizes.
• Reinstalled basketball hoops on all outdoor basketball courts. Installed new signs saying,
“Warning: Not Allowed – Pickup Games and Team Practices.”
• Completed safe reopening plans and began offering reservable pickleball play or
basketball “shoot around” play in community centers at 10% maximum capacity
following the state’s guidance for fitness facilities and in adherence to the county’s
supplemental requirements.
• Update on senior meal program:
o Provided 1,036 meals during the past week to Carlsbad residents 60 or older
▪ 546 meals were delivered to residents’ homes by staff
▪ 490 meals were picked-up at the Senior Center by residents
o Total number of meals provided is a 48% increase in the average total number of
meals served before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program
• Provided the following virtual recreation offerings:
o Carlsbad History Highways Series - Carlsbad Historical Society’s monthly Zoom
presentation (Aug. 24) gave participants a brief look at city history through the
displays at the Carlsbad Historical Museum.
o Smartphone Photo Editing – The latest bimonthly digital photo and tech class
provided a detailed presentation on how to edit photos on an iPhone, including
basic edits and adding graphics, texts and artistic effects.
o Lunch at the Culinary Lab - Participants learned to make delicious poke bowls
and macaroni and cheese pancakes.

o UCSD Osher Lifelong Learning - Educational program for adults featured part two
of the Lives and Art of Famous Artists: Diego Rivera and Frida Kahlo and the
History of Mexico. Next up: A new five-part series about rock ’n’ roll music from
the 1950s and 60s.
o Morningstar Investing Know-How. Session covered such topics as key metrics to
evaluating a mutual fund, methods for considering risk and your stock/bond
ratio and how to benchmark your portfolio to ensure top quality investing.
o History Mystery. A photo of Leo Carrillo playing guitar in his home office in Santa
Monica was shared and revealed on the Friends of Carrillo Ranch Facebook and
Instagram pages.
Library & Cultural Arts
• All three Carlsbad library locations will serve as drop-off locations for mail ballots from
Oct. 6 through Nov. 3. Registrar of Voters staff will be on-site during curbside service
hours, Monday through Saturday, 10 a.m. to 4:45 p.m. On Election Day, hours for
dropping off voter mail ballots will be 7 a.m. to 8 p.m. Libraries will not serve as polling
sites this year.
Communication & Engagement
• Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
o Daily case data and status of the reopening triggers
o Labor Day safety plans and reminder for residents and visitors to celebrate by
protecting workers
o Campaign to reach younger people
o City staff and volunteers distributing masks
o City services open and closed for the Labor Day weekend
o Help for Carlsbad businesses
o Library resources for students
o Suspension of outdoor permit fees for businesses
o News about vaccines
o Landlord tenant protections
o Update on basketball courts
o Tips to keep cool during the heat wave
o Leo Carrillo Club Peacock arts camp
o Virtual city programs:
