Re: Coronavirus Response Update 98
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

Public Works
• The city’s maintenance contractor will start installing a higher-level filter for heating,
ventilation and air conditioning units in city facilities this week with an estimated
completion by the end of September. This higher-level filter is recommended for use by
the CDC.
• Electrostatic misters have come in for facility staff’s use in helping disinfect city facilities.
Parks & Recreation
• Update on senior meal program:
o Provided 824 meals during the past week to Carlsbad residents 60 or older
▪ 433 meals were delivered to residents’ homes by staff
▪ 391 meals were picked-up at the Senior Center by residents
o Total number of meals provided is an 18% increase in the average total number
of meals served before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program
• Provided the following virtual recreation offerings:
o Virtual Family Backyard
Campout (previously named

Families were invited to a
virtual campout in their own
backyards or living rooms,
guided by fun, interactive
videos including campfire foil
dinner packs, s’more ways to
make smores, campout craft,
Lake Calavera Preserve virtual trail hike and the critters of Carlsbad (above.)
o Lunch at the Culinary Lab – September sessions began with cooking meals best
served cold, including green gazpacho, chicken Waldorf and Caesar salads. The
lab then served up Cal-Mex cuisine, as participants learned to prepare
guacamole, California fish tacos and mangonada.

o UCSD Osher Lifelong Learning – September features a five-part series of lectures
on rock and roll music from the 1950s and 1960s, with a fresh video rolling out
each week.
o History Mystery - An image of a beautiful vintage vest that belonged to Leo
Carrillo’s adopted daughter, Tony, was shared and revealed on the Friends of
Carrillo Ranch Facebook and Instagram pages.
Communication & Engagement
• Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
o Daily case data and status of the reopening triggers
o Campaign to reach young adults
o National Preparedness Month planning tips
o Small business loan applications
o Upcoming virtual public meetings
o Leo Carrillo Club Peacock arts camp
o Differences between state and county metrics
o Best practices for wearing masks
o Visiting the dentist
o Voting during the pandemic
o Help for Carlsbad businesses
o Virtual city programs:
