Re: Coronavirus Response Update 99
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Completed CERT Bi-monthly training meeting via Zoom. Reviewed City of Carlsbad’s
Sheltering During the COVID-19 Public Health Emergency draft document.

Human Resources
• Status of employees with possible COVID-19 exposure:

Library & Cultural Arts
• The Library & Cultural Arts Department has added seven new eResources to its website
courtesy of the California State Library’s K-12 Online Content Project and ProQuest.
These resources for elementary to college-level learners add over 1,000 full text
newspapers and magazines, simultaneous use e-books, pro/con resources on hot topics

and more to our free online content offerings for patrons with a Carlsbad City Library
card.
• The library’s role as a partner for US Census support was minimized because of COVID-19.
Census workers partnered with library staff to provide outreach to the community at the
Library Learning Center on Sept. 14. Information on the importance of completing the
Census was provided to 41 community members and parents of the MAAC HeadStart
program at the Learning Center. Two patrons completed their census forms at the center.
• Chapters Café, at the City Library on Dove Lane, had its soft reopening this week with
walk-up service in the courtyard. Signage in the curbside pick-up area will let patrons
know the café is open again. The café operator is also expanding service options to
include Grubhub deliveries and online ordering.
• The Carlsbad Friends of the Library have restarted their online book sales, selling their
existing book inventory through Amazon. Donations still cannot be accepted due to
concerns over the spread of COVID-19 and storage limitations. Online book sales
accounted for 35 percent of the Friends’ book sales in the last fiscal year. Funds raised
by the Friends are used to support library offerings such as virtual programs and the
Summer Reading Adventure, with annual contributions to the library regularly totaling
more than $100,000 per year.
Community Development
Weekly update on outdoor dining permits: No change since last week. A total of 74 businesses
have applied. Businesses with pending permits have been responding to city requests for
corrections in their applications.

• Designed and printed signage in preparation for eventual reopening of libraries.
• Updated short-term vacation rental webpage with latest state and county guidance.
