Re: Coronavirus Response Update 100
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

Parks & Recreation
• Update on senior meal program:
o Provided 1,038 meals during the past week to Carlsbad residents 60 or older
▪ 558 meals were delivered to residents’ homes by staff
▪ 490 meals were picked-up at the Senior Center by residents
o Total number of meals provided is a 48% increase in the average total number of
meals served before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program
• Provided the following virtual recreation offerings:
o Head to Heart Video Discussions - A seven-week journey into exploring personal
growth and self-awareness through videos and Zoom discussions.
o Google Maps – The basic features of Google Maps.
o Lunch at the Culinary Lab – A virtual trip to China for delicious Xinjian cuisine as
Chef Kyle Dixson prepared Uyghur laghma, a noodle dish) and nángbĭng, a flat
bread). Maltese cuisine including stuffed eggplant and baked pasta is next.
o History Mystery - Historic and current images of two Carlsbad locations including
Carlsbad Boulevard and a neighborhood street in La Costa featured in 10 Years of
Carlsbad magazine were shared and revealed on the Friends of Carrillo Ranch
Facebook and Instagram pages.
• Began oversight of a new agreement with Urban Corps of San Diego for citywide parks
sanitation services due to COVID-19 Impacts, as approved by the City Council last week.
Communication & Engagement
• Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
o Daily case data and status of the reopening triggers
o Reminder to follow health precautions
o The City Council’s approval to expand outdoor business operations at The Shoppes
o Gift Carlsbad shop local program and participating businesses

o Preview of City Council topics including face covering enforcement and update on
COVID response
o CDC’s vaccine distribution plan
o Library resources for students including homework help
o Virtual city programs:
