Re: Coronavirus Response Update 102
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

• The county health officer announced Tuesday that, based on the latest case data, the
county would remain in the red tier of public health restrictions for at least another two
weeks and not move to the more restrictive purple tier, which would require the closure
of more indoor businesses.

Library & Cultural Arts
• City libraries are now allowing patrons to enter the facilities for two purposes: computer
use and account management.
o A limited number of computers are available on a first-come, first-served basis for
up to one hour per patron per day. The computers are cleaned between each user.
Printing is also available.
o Account management will allow community members to obtain a library card,
transition a temporary (digital) card to a permanent card, update their accounts and
make payments for fines and fees.
o There is no access to the library collection or tables and chairs for seating.
o Current service hours are 10 a.m. to 5 p.m. on Tuesdays and Thursdays at Carlsbad
City Library on Dove Lane and the Library Learning Center, and Mondays and
Wednesdays at the Cole Library.
o Communications team created a video to be shared on social media and on the

Parks & Recreation
• Began developing implementation plan to reopen city park playgrounds, in accordance
with all state guidance and county protocols, on Saturday, Oct. 3.
• Update on senior meal program:
o This week staff will provide the 30,000th meal to Carlsbad residents 60 years of
age or older since the onset of COVID-19.
o Provided 933 meals during the past week to Carlsbad residents 60 or older
▪ 523 meals were delivered to residents’ homes by staff
▪ 470 meals were picked-up at the Senior Center by residents
▪ Total number of meals provided is a 30% increase in the average total
number of meals served before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program.

o Morningstar Investing Know-How - Bimonthly presentation by Morningstar
articles and other special investing topics. Last week’s presentation covered
mutual fund investing basics.
o Virtual Bingo! - Participants joined the Carlsbad Senior Center staff for a fun
game of virtual bingo and requested a weekly game.
o Photo Books Made Easy - How to create a photo book using Costco’s online
system.
o Lunch at the Culinary Lab – Chef cooked up Maltese cuisine with Brunġiel mimli
(stuffed eggplant) and Imqarrun il-Forn (baked pasta) last week. This week, the
culinary lab will prepare American staples.
o History Mystery - An image of a protective and decorative book cover belonging
to the Carrillo family was shared and revealed on the Friends of Carrillo Ranch
Facebook and Instagram pages.
Communication & Engagement
• Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
o Daily case data and status of the reopening triggers
o How “active cases” are calculated
o Overview of tiers system and how case rates are determined
o The City Council’s authorization of additional police patrols along coastline
o Reminder to follow health precautions
o Milestone of the county’s one millionth COVID-19 test
o UCSD app that monitors crowds and occupancy
o Public use of library computers
o Gift Carlsbad shop local program
o Reopening of the Cannon Art Gallery with modifications
o Leo Carrillo’s Ecological Adventure class
o Virtual city programs:
▪ Bilingual family story time
▪ Creative writing
▪ Virtually Artful digital programming

▪ Composting workshop
• Updated the outdoor business activation COVID-19 webpage
• Produced video highlighting COVID-19 small business support programs
