This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Conducted COVID-19 congregate evacuation shelter operations training for Parks &
Recreation staff

o County’s case rate and positivity rate to keep San Diego County in the red tier for
two weeks
o How Carlsbad’s case rate ranks among the lowest among cities in the county
o City playgrounds to reopen Friday

within Carlsbad
o Public use of library computers
o County’s safe Halloween guidance
o Gift Carlsbad shop local program

▪ Senior Center’s adult 50+ programs
• Produced video highlighting library safety measures while using computer services
• Printed additional English and Spanish signs for the reopening of library computer hours
