Re: Coronavirus Response Update 104
This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.

City-by-city comparison
• Carlsbad now has the lowest rate of confirmed cases of COVID-19 as a percent of
population in local cities with 50,000 or more residents.
Parks & Recreation
• Reopened city park playgrounds, in accordance with all state guidance and county
protocols, on Friday, Oct. 3.
• Update on senior meal program:
o Provided 956 meals during the
past week to Carlsbad residents 60
or older

to residents’ homes by

o Picked up boxes of donated fresh produce from the Carlsbad Strawberry

• Provided the following virtual recreation offerings:
o Carlsbad History Highways Series – The Carlsbad Historical Society provided a
Zoom presentation on First Peoples: The Luiseños.
o Virtual Leo Carrillo Writing Class - Writers began a journey of observation,
writing and reflection in this experience inspired by Leo Carrillo’s book, “The
California I Love.”
o Lunch at the Culinary Lab – Featured American classics including chicken alfredo,
meatloaf and glazed carrots. This week, the culinary lab will prepare Icelandic
cuisine (rye bread and lobster soup) in honor of Leif Erickson and learn kitchen
safety tips for Fire Safety Week.
o History Mystery - An image of a 1933 magazine cover, Screen Stories, featuring
the film “Men are Such Fools” starring Leo Carrillo, was shared and revealed on
the Friends of Carrillo Ranch Facebook and Instagram pages.
Library & Cultural Arts
• All three Carlsbad City Library locations will serve as mail ballot drop-off locations from
Oct. 6 through Nov. 3. Registrar of Voters staff will be on-site during our curbside service
hours, Monday through Saturday, 10 a.m. to 4:45 p.m.
o On Election Day, hours for dropping off voter mail ballots will expand to poll
hours, 7 a.m. to 8 p.m. All ballot management will be handled by Registrar of
Voter staff, not city employees. Libraries will not serve as polling sites on Election
Day this year.
• The William D. Cannon Gallery will open its doors to the public with a new exhibit for
the first time since mid-March. Beginning today and continuing through early March,
the gallery presents “Four Visions: A Celebration of the Year of the Woman” featuring
four local multi-generational female artists, Anne Mudge (sculpture), Kline Swonger
(mixed-media and sculpture), Marisol Rendon (drawing) and Bianca Juarez (ceramics). It
is one of the most distinctive and contemporary exhibits presented to date in the
Cannon Gallery. The gallery’s hours will coincide with Dove Library’s interior computer
service hours: currently Tuesdays and Thursday from 10 a.m. to 5 p.m.
Communication & Engagement
• Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
o Daily case data and status of the reopening triggers
o Community setting outbreaks
o Reopening of Carlsbad playgrounds
o Each school district’s schedules for hybrid or in-person learning
o County’s plan for testing sites for teachers, school personnel and students
o Carlsbad resident who is using her COVID-19 story to educate others and hopes to
become a doctor
o Importance of getting a flu shot
