This memorandum provides information regarding a Capital Improvement Program (CIP) .
. dashboard that is currently available to the public on the city website.
Background
The City of Carlsbad's CIP reflects the city's current and future commitment to maintaining the
highest standards of quality facilities for our community. It is .a planning document, not a
commitment for spending. The 15-year program-outlinesth·e expenditure plan for future capital
projects a~d the corresponding revenues to pay for those expenditures.
Projects in the CIP are generally defined as any construction, rehabilitation or replacement of
major _infrastructur_e. Examples of this kind of infrastructure include streets, libraries, parks, fire
stations, administrative facilities, water, sewer and drainage facilities, and other above ground or
underground facilities. Annually, staff presents the following fiscal year's proposed CIP Budget to
the City Council for consideration. On June 23, 2020, City Council approved the fiscal year
2020-21 CIP budget.
Discussion
To improve public access to CIP information, the Public Works Branch collaborated with the
Information Technology _Department and the Office of Innovation and Economic Development to ·
leverage existing Geographic Information Systems (GIS) technology to develop a p·ublic
dashboard. The dashboard is available on the city website at
https://www.earlsbadca.gov/services/ depts/finance/budget.asp
The di:lshboard provides details of projects budgeted in the city's 15-year CIP. Examples of how
the dashboard may be used include:
• View an interactive map showing where CIP projects are currently programmed
• · Search by project name or number
• Find projects located near a specific address
• Filter projects by_ City Council district, project type, phase; score and classification
• · Read project descriptions and rationales

• Display total project cost, available project balances and budgeted amounts for the next
---'-------cr-1ve fiscal years
Next Steps
City project managers will ensure the dashboard's information is accurate and current by
updating each project's status as it transitions from one phase to the next. Upon adoption of the
CIP Budget each fiscal year, CIP Budget data will be updated to reflect the adopted CIP Budget.
Additional features may be added in the future based on public feedback.
