Poinsettia Lane Bridge and Traffic Signal Project Updates

This memorandum provides an update on the status of (1) completion of the Poinsettia Lane
Bridge and gap closure project, which is being constructed by Lennar Homes (Lennar) a private
developer, and (2) installation of traffic signals at the intersections of Poinsettia Lane at Cassia
Road and Poinsettia Lane at Skimmer Court/Oriole Court, which is a Capital Improvement
Program (CIP) project. The last update to City Council was provided on Aug. 20, 2020 (attached
Council Memorandum ID# 2020174.)
Background
Construction of the Poinsettia Lane Bridge and gap closure project -which includes
construction of a new bridge, roadway segment and associated public improvements -is a
condition of the Poinsettia 61 private development project currently under construction by
Lennar. The project involves development of a 123-unit, single family detached, condominium
subdivision on 50.8 acres of land, which is generally located south of Cassia Road between the
existing western and eastern segments of Poinsettia Lane and east of Ambrosia Lane.
CIP Project Nos. 6329 and 6330 include installation of traffic signals at the intersections of
Poinsettia Lane at Cassia Road and Poinsettia Lane at Skimmer Court/Oriole Court. On
Jan. 28, 2020, the City Council adopted Resolution No. 2020-021 to accept bids and award the
construction contract.
Discussion
In May 2020, Lennar anticipated completion of the Poinsettia Lane Bridge project in October
2020. Since that time, Lennar has reported additional project delays. The primary delay factor-
design and procurement of a water system pressure red~cing station vault -has since been
resolved. Lennar currently anticipates completion of the Poinsettia Lane Bridge in
December 2020.
On Jan. 28, 2020, the construction contract for CIP Project Nos. 6329 and 6330 was awarded to
Select Electric, Inc. The project has remained on time and within budget since the last update to
City Council in May 2020. Both signal locations were brought on line the week of Sept. 21, 2020
and are currently operating on red flash mode. Both signals will remain on red flash mode until

Lennar completes the Poinsettia Lane Bridge and gap closure project, at which point the new
traffic signals will be placed into service.
Next Steps
Staff will continue to monitor the progress of the Poinsettia Lane Bridge and gap closure
project. If staff anticipates further delays beyond December 2020, an additional update will be
provided.

Poinsettia Lane gap closure/ bridge project, which is being constructed by Lennar Homes, a
private developer; and (2) the Traffic Signals at Poinsettia Lane, Cassia Road·and Skimmer Court
project, Capital Improvement Program (CIP) Project Nos. 6329 and 6330.

Poinsettia Lane bridge, which is the last remaining road segment of Poinsettia Lane.
CIP Project Nos. 6329 and 6330 include installation of traffic signals at both ends of the new
development by Lennar; Specifically, traffic signals are being installed at Poinsettia Lane at Cassia
Road and Poinsettia Lane at Oriole Court/ Skimmer Court. On Jan. 28, 2020, the City Council
adopted Resolution No. 2020-021 to accept bids and award the construction contract.
Discussion
Originally projected for completion in the summer of 2020, the Poinsettia Lane bridge project
experienced delays during the winter and spring of 2020 due to inclement weather and impacts
from the COVID-19 pandemic that the developer experienced. On May 18, 2020, staff notified
City Council of the delays and the revised projected completion date of October 2020. Since that
time, the project has experienced additional d.elays. The new revised projected completion date
is now November 2020.
CIP Project Nos. 6329 and 6330, which include installation of new traffic signals at Poinsettia
Lane at Cassia Road and Poinsettia Lane at Oriole Court/ Skimmer Court and is being
coordinated and built by the city in conjunction with traffic signals installed as a part of the
developer's project, is scheduled to be completed by the end of September 2020. Full activation

of the signals will be coordinated with the opening of the Poinsettia Lane bridge extension, which
is projected to be completed in November 2020.
Next Steps ,
Staff will continue to monitor progress of both projects. If the Poinsettia Lane bridge project is
· further delayed, or the city experiences delays in installing the new traffic signals, staff will
provide City Council with an update.
