This memorandum provides information related to crime statistics by council district.
Background
The police department routinely provides City Council Members with crime statistics on the city.
The chart attached provides crime statistics categorized by council district.
Discussion
The statistics in the attachment are based on a rough drawing of the council districts using a ·
police database and may not be completely geographically accurate, due to the fact that the
police department currently does not have any programs that overlap council districts into its
own databases. The information below depicts.crime statistics for January through October in
both 2019 and 2020. Overall, the city has seen a decrease of approximately 12% in Part I Crimes
from 2019 to 2020, year to date, with increases in several areas. Explanations for those increases
are included below the crime chart.
Next Steps
The police department will continue to provide periodic crime statistics by council district and
will work on incorporating the council district layer into its Computer Aided Dispatch system.

Crime Increase Areas

Robberies (overall increase in strong arm)
• Several shoplift turned robberies in the beginning of the year but that decreased once the
stores shut down due to COVID-19
• Two car jackings -unrelated to one another, both resulted in an arrest
Aggravated Assaults
• Domestic violence cases increased, with the highest in April and July

Attachment A-Crime Statistics by Council District
• Pharmacy robbery series (three related cases, suspect in custody)
• Bank robbery (active ongoing investigation, suspect photo released to media)
• Motel robbery incidents (suspects identified, investigation ongoing)
Aggravated Assaults
• Increase in domestic violence and brandishing weapons cases (random, unrelated cases
including road rage incidents, disputes between neighbors, and altercations in
commercial parking lots)
Commercial Burglaries
• Series along the business corridor. Detectives and Crime Suppression Team have done
several overnight operations. This is a series occurring throughout North County.
District 4
Aggravated Assaults
• Thirteen cases of disputes between neighbors and/or known associates, no trends
reported. Two were regarding masks/social distancing issues.
