Re: Recycled Water Phase Ill Pipeline Expansion Segment 5 Project Update
This memorandum provides an update on the status of the Recycled Water Phase Ill Pipeline
Expansion Segment 5, Capital Improvement Program (CIP) Project No. 5208-B and the
Miscellaneous Pipeline Replacements, CIP Project No. 3904 (Project).
Background
The Project is part of the Carlsbad Municipal Water District's (CMWD) $37 million Phase Ill
Recycled Water Program (Program). Awarded in October 2018 with a construction contract
valued at $9,487,655, the Project requires installation of approximately 37,000 linear feet
(approximately 7 miles) of recycled and potable water pipeline. It includes construction of
recycled water pipelines along Tamarack Avenue, Kelly Drive, Marron Road, Haymar Drive,
El Camino Real and Cannon Road, as shown in the attached map. The Project will also upgrade
existing potable water mains within the Carlsbad Palisades and Flower Fields Home Owner
Associations to current CMWD standards.
Discussion
Following a post-award, preconstruction potholing effort by the contractor, staff identified a
significant number of impacts to the proposed pipeline alignment(s) due to unanticipated and
previously unidentified buried utilities. On Dec. 17, 2019, the CMWD Board authorized
additional funding for the Project in the amount of $3,141,697 to incorporate new scope of
work items that addressed unanticipated impacts.
Since the last project update, Public Works Branch, Construction Management & Inspection
Department, and CMWD staff have diligently worked with Ferreira Coastal Construction
Company (Contractor) to complete the Project within the revised budget and time constraints.
As of Sept. 1, 2020, the Project was approximately 60% complete.
Staff anticipates completion of the Project in spring 2021, which will result in delivery of
approximately 180 acre-feet of recycled water per year to CMWD's customers - a significant
milestone in the Program's goal to cost-effectively reduce demand on the potable water
system.

Next Steps
Staff will continue to work with the Contractor to complete the Project within the contract
terms and an estimated completion date of spring 2021. Staff will also provide awareness
notifications and construction activity updates to the neighborhoods closest to the
construction activities to minimize potential impacts. At thistime, staff does not anticipate a
need for additional funds on this Project.
