This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.
Emergency Operations Center
• Emergency Operations Center activated to support COVID-19 mitigation and
response operations and information sharing.
• Received San Diego County face mask, congregate care and medical office support
donation

Parks & Recreation
• Update on senior meal program:
o Provided 755 meals during the past week to Carlsbad residents 60 or older
▪ 412 meals were delivered to residents’ homes by staff
▪ 343 meals were picked up at the Senior Center by residents
o Total number of meals provided is a 26% increase in the average total number of
meals served before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program.
Communication & Engagement
• Communicated via city communication channels about the following topics related to the
COVID-19 public health emergency:
o Daily case data and status of the reopening triggers
o County’s special news conference and warning against increasing COVID cases
o County’s encouragement to get tested right away if you’re feeling sick
o Common COVID-19 symptoms
o Learning more about COVID-19 through scientific research and studies
o Importance of getting a flu shot
o CARES Act funding allocation
o Community outbreaks
o City Council agenda topics including COVID-19 update and report on first quarter
of budget year and local economy
o Gift Carlsbad shop local program
o Reminder to follow health precautions
o Leo Carrillo weekend activities
o Virtual city programs:
