Re: Face Mask, Congregate Care and Medical Office Support Donation
The County of San Diego began requiring residents to wear a face covering when in public
beginning May 1, 2020. Today, the County of San Diego donated an additional 72,000 face
masks to the City of Carlsbad's Emergency Operations Center (EOC). The total number of masks
received from the County is now 291,000. To date, approximately 190,000 masks have been
delivered to the Carlsbad community. The masks are for use by employees, residents,
congregate care and small medical offices, and other businesses, and are made available to
Carlsbad's most vulnerable populations as need is identified. The masks may also be used to
support evacuation point and shelter operations, should that become necessary due to natural
disasters, including wildfire.
In addition, as a result of coordination with Carlsbad's congregate care facilities and local small
medical offices, and in consultation with the County of San Diego, Carlsbad has received:
• 76 1-gallon containers of hand sanitizer
• 700 8 oz. containers of hand sanitizer
• 4,500 gowns
• 500 boxes of Nitrile gloves
• 200 goggles
• 200 face shields
With the exception of most goggles and face shields, these supplies will be delivered to
congregate care facilities and small medical offices in Carlsbad. The goggles and face shields
are intended for city natural disaster response support operations, should the need arise.
Pursuant to CMC 6.04.100, the City Manager was able to accept the donation as the Director of
Emergency Services without City Council approval, as stated below.
6.04.100 Powers and duties of the director and assistant director of emergency services.

6. In the event of the proclamation of a "local emergency" as herein provided,
the proclamation of a "state of emergency" by the Governor or the Director
of the State Office of Emergency Services, or the existence of a "state of war
emergency," the director is empowered:
b. To obtain vital supplies, equipment, and such other properties found lacking
and needed for the protection of life and property and to bind the city for
the fair value thereof and, if required immediately, to commandeer the
same for public use ...
The purpose of this memo is to notify City Council of the accepted donation. There are no
matching funds required for the donation.
