This memorandum provides the City Council with an update on the city’s response actions
related to COVID-19. This memo focuses on actions and information that are new since the last
update.

• More than 2,600 vehicles drove through the three library mail ballot drop off
stations between 7 a.m. and 8 p.m. on Election Day. Operations ran smoothly and
many community members shared their appreciation for the convenient and easy
access.
• To support local schools during the pandemic, the department has entered into an
agreement that will give Carlsbad Unified School District students access to Carlsbad
City Library’s digital library materials through a special platform acquired by the
district called Sora by OverDrive. Students will have access to over 3,300 titles from
the library’s youth e-books and Audiobooks collections with their student

identification numbers. The department’s agreement also includes Pacific Ridge
School and will extend to other local schools and districts that acquire Sora.
• Launched a new online family music program titled A Very Ukulele Holiday with
Jazzy Ash Monday through the generosity of the Carlsbad Library and Arts
Foundation and a special arrangement with Giacoletti Music. Families are invited to
learn a new instrument and give the gift of music this holiday season. Families can
register to receive a free kit that includes a ukulele and lessons in English or in
Spanish. Instruments and kits are limited to 150 on a first-come, first-served basis.
Parks & Recreation
• Update on senior meal program:
o Provided 952 meals during the past week to Carlsbad residents 60 or older
▪ 524 meals were delivered to residents’ homes by staff
▪ 428 meals were picked-up at the Senior Center by residents
o Total number of meals provided is a 36% increase in the average total number of
meals served before the pandemic
o Picked up boxes of donated fresh produce from the Carlsbad Strawberry
Company and re-distributed the produce through the senior meal program.
• Developed safe reopening plans/protocols for in-person Boy Scouts of America
meetings, following state’s guidance for small cohorts/groups of children and youth
• Used the gyms at Pine Avenue, Calavera Hills and Stagecoach Community Centers as
polling places Oct. 31- Nov. 3. Gyms have been closed for athletics since Oct. 19 and will
re-open on Nov. 5, with reservable 90-minute periods for pickleball, badminton and
basketball.
• Provided over 75 virtual recreation offerings since the onset of COVID-19, including
most recently:
o Family Halloween Household Party - A safe Halloween-themed family dinner
party and activities.
o Healthy Rituals for Well-Being and Health, Including How to Deal with Fear -
Licensed family therapist presented on various healthful rituals.
o Digital Photo & Tech Classes: All About Podcasts -How to access and participate
in podcasts.
o Lunch at the Culinary Lab - Prepared eggs benedict, hollandaise sauce and
avocado toast.
o UCSD Osher Lifelong Learning - Lecture on Star-Making During Hollywood’s
Golden Age: Zero Mostel.
o Ask the Orthopedic Surgeon - Orthopedic surgeon advised on sore joints and
muscles, arthritis and back pain.
