This memorandum provides information regarding questions provided by a Council Member
regarding the Police Department's School Resource Officer (SRO) Program.
Background
On Nov. 9, 2020, the City of Carlsbad Police Chief received inquiries from a Council Member
regarding the School Resource Officer (SRO) Program. The questions were:
1. How/when are existing SROs evaluated on their performance?
2. What sort of training is required of the SR Os?
3. Are there trained mental health professionals who can offer services, who are employed
by Carlsbad Unified School District (district), and who are available to high school and
middle school students?
4. Is there available arrest data for any students in the district?
Discussion
The following answers are provided in response to the Council Member's questions:
1. How/when are existing SROs evaluated on their performance?
SRO's are evaluated with a formal quarterly evaluation and an annual evaluation. The
supervising sergeant has regular communications and input from school representatives
which is reflected in the evaluation.
2. What sort oftraining is required of the SROs?
All officers are required to complete departmental training such as: tactical communication,
de-escalation, active shooter, and crisis management. In addition, SRO's are required to
attend a 40-hour P.0.5. T. certified School Resource Officer training, 40-hour P.0.5. T. sexual
assault training, BO-hour P.0.5. T. certified Investigations course, 8-hours Human Trafficking,
16-hour P.0.5. T. certified computer Investigations, and 8-hour P.0.5. T. Drug Influence.

3. Are there trained mental health professionals who can offer services, who are employed
by Carlsbad Unified School District, and who are available to high school and middle school
students?
Yes, elementary schools have counselors available, middle schools and high schools have
counselors available on campus. The district has psychologists on staff that are available to
all campuses as needed. The district also contracts for additional mental health services as
needed. The Police Department has a Guide Program which also offers counseling services to
students at al/ levels with the objective of early intervention.
4. Is there available arrest data for any students in the district?
Arrest data for arrests at all schools in the city over the past three years is included in the
table below. The Police Department. also has a Juvenile Diversion Program which provides a
redemptive avenue of resolving police matters for many first-time offenders. Additionally, the
Police Department is collaborating with the district on a Restorative Justice Program that
seeks understanding and reconciliation related to disruptive non-criminal actions such as:
vaping, tobacco and marijuana use on campus, low level non-violent offenses.
