ORDINANCE NO. 1075
AN ORDINANCE OF THE
CITY OF CARLSBAD, CALI-
FORNIA, ORDERING, CALL-
ING, PROVIDING FOR AND
GIVING NOTICE OF A SPE
CIAL ELECTION TO BE
HELD IN THE CITY OF
CARLSBAD ON THE 16TH i curred for the purpose stated

cil of the City of Carlsbad,
California, did on the 21st day
of November, 1961, by a vote
of at least two-thirds of the
members of said City Council,
adopt Resolution No. 784, en-
titled, "Resolution of the City

proved by the Mayor of said

NOW, THEREFORE, the
City Council of the City of
Carlsbad, California, DOES
ORDAIN as follows:
Section 1. That a special
election be held and the same
is hereby called to be held in
the City of Carlsbad, Califor-
nia, on the 16th day of Janu-
ary, 1962, for the purpose of
submitting to the qualified
voters of said city a proposi-
tion of incurring indebtedness
and issuing bonds of said city
therefor, in the amount here-
inafter set forth, and for the
objects and purposes set forth
in said resolution and herein-
after stated.
Section 2. That the object
and purpose for which said
indebtedness is to be incurred
and bonds issued therefor are
as follows:
The; acquisition and con-
struction of a certain muni-
cipal improvement for said
city to be acquired and con-
structed in part jointly with
the Vista Sanitation Dis-
trict, to wit: works and
facilities for the collection,
treatment and disposal of
sewage, including intercept-
or sewers, force mains,
pumping stations, sewage
treatment plant and deep
water ocean outfall, and in-
cluding the acquisition of
all land, easements, rights
of way and other property
necessary therefor.
Section 3. That the estimat-
ed cost of said municipal im-
provement is the sum of
$2,122,000 and that the amount
of the principal of the indebt-
edness to be incurred there-
for is the sum of $2,122,000.
The estimated cost of said
municipal improvement in-
cludes any or all of the follow-
ing: (a) legal or other lees
tion shall be issued and sold
for the object and purpose set
fforth in said proposition.
Section 6. That the polls for
said election shall be opened
at seven o'clock A.M. of the
day of said election and shall
remain open continuously
from said time until seven
o'clock P.M. of the same day,
when said polls shall be clos-
ed, except as provided in Sec-
tion 14436 of the Elections
Code of the State of Califor-
nia.
Section 1. That on the bal-
lots to be used at said special
election, in addition to any;
other matters required by
law, there shall be printed
substantially the following: j

INSTRUCTIONS TO VOTERS
To vote on any measure,
stamp a cross ( + ) in the
voting square after the
word "YES" or after the
Word "NO." All marks ex-
cept the cross ( + ) are for-
bidden. All distinguishing
marks or erasures are for-
bidden and make the ballot
void.
If you wrongly stamp, tear
or deface this ballot, return
it to the inspector of elec-
tion and obtain another.
On absent voter ballots
mark a cross ( + ) with pen
or pencil.

Section 8. A cross ( + ) plac-

the adoption of the proposi-
tion. A cross ( + ) placed in the
voting square after the word
"NO" in the manner herein-
before provided shall be
counted against the adoption
of the proposition.
SECTION 9. That for the
purpose of holding said spe-
cial election there shall be
and are hereby established
five (5) voting precincts de-
signated as hereinafter stated.
Each such voting precinct
shall consist of a consolidation
of regular election precincts
in the City of Carlsbad (of the
numbers hereinafter stated)
established for the holding of
state and county elections, as
said regular election precincts
exist on the date of adoption
of this ordinance. That the
polling places for the respec-
tive precincts shall be the
places hereinafter designat-
ed ; and that the persons here-
inafter named, being compet-
ent and qualified electors and
residents of said city and of
their respective voting pre-
cincts, are hereby appointed
officers of election for their
respective voting precincts
and they shall hold said elec-
tion and make return thereof
in the manner provided by
law.
Voting precinct No. 1 shall
consist of regular election;

passage and adoption of this
ordinance by a vote of at least
two-thirds of all of the mem-
bers of the City Council of
said city, and shall cause this
ordinance to be published

a newspaper of general circu-
lation, printed and published
less than six (6) days a week
in said city. No other notice
of such election need be giv-
en.
Section 13. This ordinance
shall take effect upon its
adoption.
