CANDIDATES' STATEMENT OF QUALIFICATION
GENERAL MUNICIPAL ELECTION
CITY OF CARLSBAD
TUESDAY, APRIL 11, 1972
The following candidates' Statements of Qualifications have been filed
with the City Clerk pursuant to Section 10012.5 of the Elections Code of
the State of California. Although. all candidates had the opportunity to
submit such a statement, this pamphlet does not contain a complete list
of candidates and a complete list of candidates appears on the sample
ballot. Each statement of qualifications is volunteered by the candidate
and is printed at his expense.

JOE A. CASTRO

Occupation: Salesman
Education: Graduate of Oceanside High School
Qualifications: I have lived in the City of Carlsbad continuously since 1940.
I attended both Carlsbad and Oceanside public schools, served in the
United States Navy from 1944 to 1946. My occupation for the next 7-1/2
years was as Watch Commander for the Carlsbad Police Dept. During
those years I attended various law enforcement schools such as: Traffic
Control, Narcotics and Dangerous Drugs, and Advanced Police Adminis-
tration. I have broad experience and knowledge in the field of light and
heavy construction of roads and buildings.
I was elected to the Carlsbad City Council in 1968 and have served as
Councilman for these 4 years.

Name: Glenn E. McComas
Residence: 1265 Cynthia Lane, Carlsbad, California
Age: 51
Occupation: Member of the City Council
Qualifications: Service on City Planning Commission (4 years). Chair-
man during development and adoption of City's General Plan. President,
San Diego County Planning Congress, 1967-1968. City Councilman since
April 16, 1968.
I am a retired Marine Corps Officer. My administrative experience
spans over a period of 33 years and includes direct personal responsibility
for: personnel-management, budget management, and supply facility
management.
I will continue to work for: attracting and developing clean, desirable
industry; developing well planned park and recreation facilities and pro-
grams to meet the needs of our growing population; continuing quality
development of Carlsbad for maximum benefit of the whole community.
I continue to believe that Integration of a solid base of clean industry is
our best available means of attaining an adequate sustaining tax base.
Our General Plan has been developed with this in mind. I will continue
to support the kind of growth envisioned by the General Plan.

Occupation: Homemaker
Education: High School, Real Estate course and Life & Disability Agents
License.
Qualifications: My first qualification for public service as a councilman
is: that I have the time and desire to satisfy my obligation to serve the
people of the community in which I live.
During eighteen years residence in San Marino I was an active volun-
teer in church, school and civic affairs, P.T.A., Girl Scouts and March of
Dimes fund raising. Treasurer for 10 years for Santa Teresita Orphan's
Guild.
1961 introduced coin operated Dry cleaning machines in Los Angeles
& Orange County. 1962-64 Public relations for Avon products, Pasadena.
1970-72 Life & Health Insurance sales. My Carlsbad activities include the
March of Dimes and Deputy Registrar of Voters.
My husband and I have been married thirty years and have five adult
children.

Occupation: Builder
Education: High School
Qualifications: As a lifetime resident of Carlsbad, and a businessman
here since 1948,1 have been privileged to participate in the growth of our
community over the years by serving in the folio wing capacities:
City Councilman
A Founding Director of the Carlsbad Boys' Club
A Founding Director of the Carlsbad Lions Club
Chamber of Commerce Board of Directors
Carlsbad National Little League Board of Directors
Carlsbad Union Church Board of Directors
Presently, I am serving on the Housing Advisory Board.
I have been especially honored by being awarded a P.T.A. Life Member-
ship, and the Carlsbad Chamber of Commerce Man of the Year Award.
The experience gained from these Community services coupled with my
business experience affords me the background to effectively participate
in making the important decisions which will be facing our City Councilin the next four years.

Occupation: Wholesale Flower Shipper
Education: Attended Oceanside Elementary Schools, Graduated from
Oceanside-Carlsbad High School, attended Oceanside-Carlsbad Junior
College. Attended several trade association management and sales
courses.
Qualifications: An area native and Carlsbad resident for 18 years, my
life's desire is to hold public office. However, I believe an individual
should seek election only after demonstrating success in his chosen oc-
cupation and should share the experience gained over the years with his
community. I want Carlsbad to continue as an ideal place to live. This is
possible only through thoughtful and careful planning. As Councilman,
I can provide this guidance. This takes leadership, which I have proven
through services as Carlsbad parks commissioner, County air pollution
committeeman, Chairman state floriculture committee, Vice President
County Farm Bureau, National Director of wholesale florists associa-
tion, President County Flower Growers Association, President Carlsbad
Optimists and member Rotary Club. I am President, General Manager
of Frazee Flowers, with experience in Detail lumber and building profes-
sions. Married, father of two school age daughters, we belong to Carlsbad
Union Church of which I am Elder.

Qualifications: 23 years Financial and Accounting Administrator for a
multiple corporate structured printing, typographic and publishing busi-
ness. Direct supervision and responsibility for, Financial Planning and
Operations, Accounting Systems and Proceedures, (including Electronic
Computer Systems), Budgeting and Forecasts, Cost Analysis (including
consulting for Los Angeles and San Diego printing firms). Served 3 years
as a member of Los Angeles Printing Industries MPS Board of Directors.
Prior employment included 8 years in the Aerospace Industry and 10
years in the Rubber Industry in various capacities related to accounting
and operations.
Formerly member of Southern California Chamber of Commerce and for
18 years member of Burbank Chamber of Commerce serving on the Legis-
lative. Budget and Taxation Committees.

Name: Elmer H. Jose, Jr.

Occupation: Lieutenant Colonel, United States Air Force (Retired)
Education: Butler University; University of Omaha; Armed Forces
Staff College; Air Force Command and Staff School; Army Command and
Staff School; Commercial and Command Pilot with over 4,200 flying
hours.
Qualifications: Prior to 1964 retirement from the Air Force, I served
as executive administrator of numerous USAF and NATO programs and
as a White House Aide.
Carlsbad has been our home since 1965. Therafter, I have been contin-
uously active in and on behalf of our community on a voluntary and ap-
pointive basis. My efforts have been directed primarily to planning (pres-
ently serving a third term as Chairman, Planning Commission), com-
munity involvement and our elementary schools. I have given time to
the YMCA and Girl Scouts.
I am committed to no one. Of ever increasing importance I have the
TIME — 100% - to devote to this office.
My prime goal is to represent ALL citizens of Carlsbad with an un-
biased, open mind, in a mutual effort to effect an orderly, constructive
city growth while preserving Carlsbad's traditional quality of living. I
welcome your support.

PATRICIA K. PALMER

MEMBER OF THE CITY COUNCIL
Name: Patricia K. Palmer
Residence: 3955 Skyline Road, Carlsbad
Occupation: Housewife
Education: Los Angeles Public Schools, Occidental College
Qualifications: I am filing as a candidate for the City Council of Carlsbad
because I have a sincere interest in future planning and development of
this growing city.
During World War II, I was an Extrusion Planner with Aluminum
Company of America. Then I was busy raising my four children and be-
came involved in PTA and Girl Scout activities. Approximately ten years
ago, my husband, the late Ralph Palmer, purchased the Carlsbad Journal,
and I served as advertising saleswoman.
Currently, I am President of Woman's Club of Carlsbad; Parks and
Recreation Commissioner ; 1st Vice-President, North Coast PTA Council ;
Deputy Registrar of Voters.
I also served as president of Valley Junior High PTA; secretary,
North County Concert Association; '71 Residential Area Chairman, Can-
cer Society; Publicity Chairman, Education First Committee; 1st vice-
president, Magnolia School PTA; original director, Carlsbad Girls Club;
treasurer, Carlsbad High School PTA; Board member, Christian Educa-
tion, Carlsbad Union Church. ' -.
