The text of the proposition to be voted on at the Special Election
to be held in the territory known as "East Carlsbad Annexation
No. 2.12" on Tuesday, August 8, 1972, is as follows:
SHALL "EAST CARLSBAD ANNEXATION NO. 2.12" BE
ANNEXED TO, INCORPORATED IN, AND MADE A PART
OF THE CITY OF CARLSBAD, AND THE PROPERTY IN
SUCH TERRITORY BE, AFTER SUCH ANNEXATION, SUB-
JECT TO TAXATION EQUALLY WITH THE PROPERTY
WITHIN THE CITY OF CARLSBAD, TO PAY THE ENTIRE
BONDED INDEBTEDNESS OF THE CITY OF CARLSBAD
OUTSTANDING OR AUTHORIZED AT THE DATE OF THE
FIRST PUBLICATION OF THE NOTICE OF ELECTION FOR
THE ACQUISITION, CONSTRUCTION, OR COMPLETION
OF MUNICIPAL IMPROVEMENTS, EXCEPT THAT THE
PROPERTY OF SAID TERRITORY SHALL NOT BE LIABLE
FOR ANY OF THE CITY OF CARLSBAD'S 1962 SEWER
BONDS AUTHORIZED BY A SPECIAL MUNICIPAL ELEC-
TION HELD ON THE 16th DAY OF JANUARY, 1962?

ANNEXATION DESIGNATED
EAST CARLSBAD ANNEXATION NO. 2.12
The City Council of the City of Carlsbad has declared its intention
to call a special election on the question of annexing certain territory
to that city. The territory to be annexed includes 4,107 acres
located generally south of Palomar Airport Road, east of El Camino
Real, west of Lake San Marcos, and north of the intersection of
Olivenhain Road and Rancho Santa Fe Road.
Only those registered voters residing within the area to be annexed
may vote on the question of the annexation, and a majority of the
votes cast will determine whether or not the territory will be annexed.
The proposed "East Carlsbad Annexation No. 2.12" was considered
and approved by the Local Agency Formation Commission on April
3, 1972. All records and documents pertaining to the determination
by that Commission are on file at the Commission's office located
in Room 214, County Administration Center, 1600 Pacific Highway,
San Diego, California 92101.
If the annexation is completed, those services and controls which are
provided by the City of Carlsbad to the present area of the City will
be extended in a like and equal manner to the area to be annexed
and residents of the area to. be annexed will have the same rights,
privileges, duties and obligations as do the present residents of the
City. However, those portions of the territory which receive water
and sewer services from Special Districts will continue to be served
by those Special Districts, and none of the territory shall be liable
for payment of any of the City of Carlsbad's 1962 sewer bonds
authorized by a special municipal election held on January 16, 1962.
In the fiscal year following annexation, the territory to be annexed
will be subject to the property tax rate of the City of Carlsbad
(currently $1.95 per $100 of assessed value) minus the amount levied
for sewer bond redemption ($.085). However, the territory will
cease to be subject to the tax of County Service Area No. 2 ($1.303)
and the County Library Tax (S.I51). Therefore, the net adjustment
to the total property tax rate applied to the territory will be an
increase of approximately $.411 per $100 of assessed value.
The boundaries and applicable taxes of other agencies including
school districts, will not be affected by the proposed annexation.
All records and documents pertaining to the conduct of proceedings
for annexation are on file with the City Clerk of the City of Carlsbad,
1200 Elm Avenue, Carlsbad, California 92008.

ARGUMENT IN FAVOR OF ANNEXATION
When the original plan for La Costa was prepared in 1965 for the
original 2,500 acres, it was contemplated that annexation to an
incorporated municipality was a possible future course of action.
La Costa Development is a "recreation-oriented planned community
designed for eventual incorporation or annexation, containing diver-
sified residential communities with public facilities, utilities, services,
employment opportunities, and recreation".
Annexation is being proposed because development has reached a
point in terms of diversity of housing type's, the creation of employ-
ment, and the need for the provisipn of urban services to provide for
an expanding population. The provision of community services such
as full-tim& police, fire stations, libraries, street and lighting mainte-
nance, recreation facilities and maintenance are made manifest with
the addition of houses, condominiums, expansion of resort facilities,
industry and commercial facilities. Before problems become acute,
it is well to provide the organizational and administrative means to
accomplish both the provision of the facilities and the services.
There are many advantages,^ the proposed annexation; for example,
urban type facilities and services would come from an established
municipality. This means that La Costa could build on the organi-
zational structures of an existing city. The addition of La Costa's
assessed valuation and other revenue-producing sources to Carlsbad
will expand its financial capabilities to the advantage of both.
Certain urban services could be provided immediately. ,
The existing County Service Area derives revenue solely from ad
valorem property tax. The current tax rate is $1.30 per $100.00
assessed value. The City of Carlsbad will generate additional revenue
from Bed Tax, Sales Tax, and other state subventions and grants to
enable said City to provide better services.
