COUNTY COUNSEL'S IMPARTIAL ANALYSIS
Propositions for Establishment of Trustee Areas and for Increasing
the Number of Governing Board Members From Five to Seven. The
propositions would (1) authorize the establishment of trustee areas in
the Oceanside-Carlsbad Community College District and (2) provide
for an increase in the number of members of the governing board of
the district from five to seven. In order for either of the propositions to
become effective, both propositions must be approved by a majority of
the electors voting at the election. The County Board of Education has
stated that if the propositions are approved it intends to establish
seven trustee areas in the district and to provide that election of gov-
erning board members will be on the basis that each member will
reside in and be registered to vote in the trustee area he seeks to rep-
resent but shall be elected by the registered electors of the entire
community college district.

ARGUMENT FOR PROPOSITIONS
The governing board of the Oceanside-Carlsbad Community College
District encourages a "Yes" vote on the inter-related questions of in-
creasing the board membership from five to seven persons and the
establishment of seven trustee areas. The primary purpose in increas-
ing the size of the board is to assure appropriate representation on the
college board for residents of the San Dieguito area, which was recently
annexed to the college district. Trustee areas are proposed on the
basis of a division of the entire district into seven areas of approxi-
mately equal population, thus perpetuating the one-man-one-vote con-
cept. At the same time, each area trustee would be elected by voters
of the entire district, thus assuring the trustee would view his alle-
giance and services in the best interests of the whole district. The ap-
proval of these two proposals, which will have no budget implications,
are felt to be vital parts of a plan to integrate with fairness the annexed
area with the established district. San Dieguito residents will be paying
college taxes and they deserve the American guarantee of repre-
sentation.
