MARY H. CASLER
CANDIDATE FOR THE OFFICE OF
MEMBER OF THE CITY COUNCIL
Name: Mary H. Casler
Age: 55
Occupation: Appointed. Incumbent
Education and Qualifications: BA—Michigan State University, 1941
graduate work Immaculate Heart College, LA.
Work experience: 10 years as teacher and librarian, 6 years in banking ant
office work.
My recent community involvement includes active membership in League o:
Women Voters, Carlsbad Woman's Club and Friends of the Library. I have
served on the Library Board of Trustees and the Carlsbad Plannin;
Commission, which I chaired for one year.
In February of 1975 I was appointed to fill a vacancy on the Cit)
Council. I presently represent the Council as liaison member to the Libran
Board, the Bicentennial Committee, the Advisory Committee for Senio:
Citizen Affairs and the Cities Advisory Committee for LAFCO.
On the Council I have supported those measures which would bring
income to Carlsbad and jobs to its residents while maintaining a carefull)
planned and controlled growth. Protecting Carlsbad's unique environmen
has been a major goal.
In the future I would continue to advocate a citizen vote on the refinery
a design review protiess to assure maximum quality of proposed construction
redevelopment of our downtown and constant upgrading of our publi
facilities with no increased cost to the taxpayers.

Occupation: High School Teacher
Education and Qualifications: Education: M.A. History; Advance
coursework in political science, geography and environment, and physic
education.
The next four years are vital to the future of Carlsbad. We have th
chance to create and preserve a remarkable coastal community. I support th
following proposals: .
—Develop adequate recreation facilities. Our present parks, tennis court
swimming pool, and athletic fields are either inadequate, insufficient, c
non-existent;
—Downtown revitalization is necessary immediately to prevent furth
deterioration;
—Carlsbad must work to resist pressures to "recreate the sprawl of Oran]
County or the pollution of El Segundo. Careful planning is vital. Peop
who have made Carlsbad their home have just as much right
protection of their investment as speculators who depend upon ra
growth and urbanization. Responsible growth management is
obligation of the council to the citizens who put them in office.
—I will schedule weekly "office hours" to give citizens a chance to rel
their ideas on local issues. I will actively seek out the opinions
Carlsbad residents to determine what they want from their pub
servants.
Carlsbad needs a council that is responsive and dedicated tow
preserving and improving the quality of life in the community.

What I would like to do for Carlsbad:
—Better balance and unity on the council
—Gradual, balanced growth through careful planning
—Preserve the quiet, esthetic atmosphere of Carlsbad
—Get off Dead-Center on downtown re-development
—Develop a broad community recreational program.
Follow up on community swimming pool
Increase tennis courts
Begin planning for a civic auditorium
Increase neighborhood parks
—Street and sidewalk improvement programs
—A vigorous program to preserve Carlsbad's environment and prevent air,
water, noise, and visual pollution.

JOEL H. PRESCOTT
CANDIDATE FOR THE OFFICE OF
MEMBER OF THE CITY COUNCIL
Name: Joel H. Prescott
Age: 55 '
Occupation: Real Estate Broker
Education and Qualifications: Born in Detroit v Michigan. Served as civilian
flight instructor during World War II. Graduate of University of Michigan
with B.S. degree in aero engineering 1948. Moved to Southern California in
1948. Has lived in North San Diego Gounty since 1960—Carlsbad since 1971.
Married, six children, one child still lives at home and attends Carlsbad High
School. Since-1950 has been a licensed California real estate Broker. Has
worked as real estate Broker, land developer, flight instructor, corporate pilot
and crop duster. Political philosophy—less government, more personal
responsibility. Believe that all levels of government are intruding into and
diluting our personal freedom. Believe strongly in free enterprise and the
Republic. Believe that schools, mass media and other opinion molders should
reacquaint everyone with the fact we live in a Republic (not a Democracy)
and educate so the public understands the difference. Lets get back to free
enterprise principles under which this country grew and prospered.

ANTHONY J. SKOTNICKI
CANDIDATE FOR THE OFFICE OF
MEMBER OF THE CITY COUNCIL
Name: Anthony J. Skotnicki
Age: 55
Occupation: Councilman
Education and Qualifications: Bachelor of Science, University of Maryland
(1960); Mira Gosta College, Business & Management, (1972-73) Carlsbad
City Councilman since July, 1974. Following his election, he attended the
League of California Cities' Human Resources Institute, Planning
Commissioners Institute and Councilmernbers Institute. These were
workshops designed to improve the capabilities of municipal officials.
Additionally, he attended a 10-week course on local government conducted
by the University of California. The councilman served with" the marine
Corps for almost 32 years and retired in 1972 with the rank of colonel. He
acquired 25 years of experience in administration and management at various
levels of command, including Washington and NATO. After a successful
military career, he embarked on a second career in State service. As a Right of
Way Agent with the Department of Transportation, he acquired a
background in highway transportation and the acquisition and management
of real property. He is a dedicated conservationist, an advocate of managed
city growth, and supports the revitilization of the downtown business district.
