Insert the balot card al the way into the Votomatfc device. STEP 2. Be sun the two slots In the stub of your card ft down over the two red pins. STEPS. Using the punch device attached to the Votometic, punch through the ballot card «t the point of the arrow next to the candktele and/or measure of your choice. Hold punch vertical (straight up). Do not use pen or pend. STEP 4. After voting, Ht ballot card from red pins and withdraw the baBot card from the device. Check to be sure the punchout is not hanging to the back of the card. STEP 5. Fold the ballot card at the perforation (as demonstrated at the potts), with the stub showing, and return 8 to the precinct board member. MOTE: If you make a mistake, return your ballot card to the precinct board membei and obtain another. ' AH distinguishing marks or erasures are forbidden and make the ballot void. INSTRUCTIONS - VOTING BY MAIL (Application is on back cover) STEP1: Place the BALLOT CARD on a hard surface. STEP 3: After voting, carefully detach balot stub at perforation. Keep as receipt STEP 4: Check to be sure the punchout is not hanging to the back of card. STEPS: Fold ballot card at perforation and insert balot card inside Return/Identification Envelope. STEP 6: SIGN YOUR NAME AND RESIDENCE ADDRESS (not P.O. Box) on seal*: Hap of envelope, (California Elections Code requirement). The Return Identification Envelope MUST BE SIGNED BY THE VOTER. If you are unable to write, make your mark. Signature with power of attorney is no acceptable. The signature is compared to signature on voter's affidavit o registration. Ballots are later removed from envelopes without reference t voters, insuring ballot secrecy. FAILURE TO SIGN RETURN IDENTIFICATION ENVELOPE WILL VOID BALLOT. STEP 7: Return your VOTED OFFICIAL BALLOT by mai or in person to Registrar o Voters Office, or to a pofls on Election Day. If someone is returning you voted ballot to a Doing place, you must give written authorization on Identification Envelope. To be vald. baflots must be received by 8:00 p.m on Election Day. PROPOSITION F Shall Ordinance No. NS--52 be adopted amending Chapter 3.12 of the Carlsbad Municipal Code to increase the Transient Occupancy Tax Rate from 8% to 10%? ARGUMENT IN FAVOR OF PROPOSITION F THIS MEASURE WILL NOT COST CARLSBAD RESIDENTS ANY MONEY WHAT IS THE TRANSIENT <QCCUPANY)TAX (TOT)? This is a tax which visitors pay~5rrtrirrent charged by hotel operators. This is not a tax on existing residents, homeowners or business operators. WHERE WILL THE ADDITIONAL 2% GO? Current TOT taxes go into the City's General Fund to help support general government services. The additional 2% will allow the City additional monies within the General Fund to provide for those general government services. The TOT tax increase wiH allow or a fair and equitable method to assess those visitors who place special demands on the general services of the City. HOW MUCH DIFFERENCE CAN 2% MAKE? A 2% increase wi not significantly affect a visitor's hotel bffl, or the demand for rooms within Carlsbad. A 2% increase on an assumed $100 room charge wi only increase the room rate by $2. A survey indicates that increased TOTs have generally not reduced occupancy rates, or revenues, for the hotel industry. A 2% increase wl, however, raise substantial funds to assist the City in paying for those increased special demands placed or the community by visitors. Proposition will help make Carlsbad financially strong and enable the City to provide those general services necessary to maintain a high quaBty of Me, and wM not adversely affect the beat hotel economy. PROPOSITION G Do voters of the City of Carlsbad approve spending City funds from various sources including the General Fund in an amount over one million dollars as determined necessary by the City Council to construct two public golf courses, one regulation and one short course, a mufti- court tennis complex, two multi-purpose adult size fields, and an enclosed soccer facility? This measure authorizes but does not require such construction and may include the expenditure of funds for property acquisition. ARGUMENT IN FAVOR OF PROPOSITION G •MIS MEASURE DOES NOT AUTHORIZE ANY NEW TAXES OR INCREASE ANY EXISTING TAXES. APPROVAL OF THIS MEASURE WOULD AUTHORIZE CONSTRUCTION OF CERTAIN RECREATIONAL FACILITIES WHEN TAX REVENUES BECOME AVAILABLE The citizens' committee on recreation tedty financing recommends that the voters o Carlsbad approve spending more than $1 nffon of tax revenue for the construction o golf courses and other recreational fecfflties. The Carlsbad City Council agrees with the citizens' committee that Carlsbad needs a pubic golf course, additional tennis courts and soccer fields. This proposition would authorize, but not require the City Council to spend tax money to construct these facilities. Although goi, tennis and soccer facilities must compel with other ctty programs for funding, a YES VOTE is required for the City to move ahead when the money is available. The proposed golf course and other recreational facKties wB enrich Carlsbad's quality of life. If Carlsbad is to have a weR balanced recreation program, now is the time begin pianrvng and saving money for such fadties.
